Gujarat Solar Power Policy 2021: 6 Points for Homeowners
By UVR Green Energies Team · Published · 7 min read · Policy Updates

Six homeowner clauses from Gujarat Solar Power Policy 2021 — sanctioned load, surplus ₹2.25, third-party roofs — plus a clear flag that the policy window closed on 31 December 2025.
The short answer
Gujarat Solar Power Policy 2021 let homes put solar on the roof irrespective of sanctioned load and set surplus at ₹2.25 a unit for five years. That GR’s operative period ended 31 December 2025. Plants commissioned in the window keep stated benefits for the project term. A 2026 commissioning follows current GERC net-metering regulations, plus PM Surya Ghar CFA and the 22 October 2026 state top-up if eligible.
Key takeaways
- Residential rooftop was allowed irrespective of sanctioned load, subject to GERC’s 1 kW–1 MW band.
- Self-owned surplus after billing-cycle set-off is ₹2.25/unit for the first five years, then 75% of GUVNL’s non-park solar bid average.
- The 2021 GR operated only until 31 December 2025; do not write it as still in force for new 2026 plants.
- GERC net-metering amendments still settle the bill. The 22 Oct 2026 extra state cash is a later GR on PM Surya Ghar, not a 2021 clause.
The neighbour still quotes a 2021 PDF
At a housing-society meeting in Gotri, Vadodara, someone waved a phone PDF titled Gujarat Solar Power Policy 2021 and said every bungalow could now put “unlimited solar”.
That sentence is half-true, and the year on the cover matters.
Short answer: Gujarat Solar Power Policy 2021 did let homes install rooftop solar irrespective of sanctioned load, and it locked in a ₹2.25 surplus rate for self-owned plants. The GR’s own operative period ended on 31 December 2025. A plant you commission in 2026 is not automatically “still under the 2021 policy”. What still binds the bill is GERC’s net-metering regulations, plus PM Surya Ghar subsidy in Gujarat and, if you qualify, the Gujarat state solar subsidy GR of 22 October 2026.
UVR Green Energies, based in Bhayli, Vadodara, files this paperwork across Gujarat and nationally. Solar in Vadodara, solar in Ahmedabad, solar in Surat, solar in Rajkot and solar in Bharuch all sit under the same GERC roof. The DISCOM name on the bill changes; the homeowner clauses below do not become a local franchise.
What the 2021 GR actually covered
Government of Gujarat, Energy and Petrochemicals Department, GR No. SLR/11/2020/77/B1 dated 29 December 2020, is the document people mean by Gujarat solar policy residential. GERC Petition 1936 of 2021 quotes it when GUVNL asked the Commission to fold those clauses into net-metering.
Clause 9 of that policy, as GERC restated it, is the homeowner chapter:
- Solar projects set up by residential consumers on their rooftop or premises shall be allowed irrespective of consumer sanctioned load.
- A developer may set up a plant on a residential roof for generation and sale to that consumer (third-party sale), with a lease and/or power-sale agreement.
- Incentives under existing schemes can be availed as per those schemes — the 2021 GR did not itself print the PM Surya Ghar rupee table, which arrived later.
GEDA still lists the family of solar policies on its policy page. Searching GEDA solar policy is reasonable. Treating GEDA as the body that credits CFA is not. CFA is a Ministry of New and Renewable Energy payment on the national portal.
Point 1 — No sanctioned-load cap for homes
This is the line WhatsApp groups still forward.
GERC Notification 02 of 2022 (Third Amendment) put it into the regulations that actually settle a bill: solar projects set up by residential consumers on their own rooftop or premises shall be allowed irrespective of sanctioned load, subject to limitation of capacity provided in these Regulations.
Those limitations, in the 2016 principal regulations as amended, include:
- Not less than 1 kW
- Not more than 1 MW
- Aligned with the Electricity Supply Code connectivity voltages
So a 3 kW plant on a 2 kW sanctioned load in Manjalpur is a designed outcome, not a loophole. A shop tariff is a different category. What size solar system do I need? still starts from units on the bill, not from the sanctioned-load number you argue with the circle office.
Point 2 — Surplus ₹2.25 after the billing-cycle set-off
Homes do not get a unit-for-unit cash refund at the retail tariff.
GERC’s Third Amendment, clause 9.1.3, and the SURYA Gujarat residential interconnection agreement say:
| Situation | What the DISCOM does |
|---|---|
| You used more than you exported this cycle | You pay the net imported units at your tariff, plus demand / fixed charges |
| You exported more than you used this cycle | Surplus is purchased at ₹2.25/unit for the first 5 years from commissioning |
| After those five years | 75% of GUVNL’s simple average tariff from non-park solar bids in the preceding April–September or October–March window |
| Third-party sale on a home roof | Not the ₹2.25 self-owned rate; 75% of that bid average, fixed for the agreement term |
No banking charges on solar power consumed by residential consumers, per the same GERC notification.
Use the surplus settler on this page with a real MGVCL or Torrent cycle if you want the arithmetic in front of you.
Point 3 — Third-party on a home roof
Policy 2021 clause 9.2 (GERC 9.1.2) allows a developer to put a plant on a residential consumer’s roof for sale to that consumer in the same premises.
That is a lease plus a power-sale agreement, not PM Surya Ghar CFA. Central CFA is for the eligible residential consumer’s own plant through a portal-registered vendor and DCR modules, as in the PM Surya Ghar explainer.
If a vendor offers “we own the roof, you just take units”, read the agreement against this clause and against the surplus table above. UVR Green Energies’ published Gujarat work is EPC with CFA filing, not a third-party supply product on this page.
Point 4 — What ended on 31 December 2025
GERC Petition 1936 of 2021 records: the policy came into force from 29 December 2020 and shall remain in force up to 31 December 2025. The policy PDF’s operative-period chapter matches that.
Clause 6.2 of the 2021 GR, as commonly quoted, says systems installed and commissioned during the operative period become eligible for the benefits declared under that policy for 25 years from commissioning or the life of the plant, whichever is earlier.
So:
- Commissioned on or before 31 December 2025: the 2021 benefit package, as GERC adopted it, is the reference for that plant’s term.
- Commissioned in 2026: uncertain as a 2021-policy plant. Do not write “the 2021 policy is still in force for new plants” as a fact. Confirm the interconnection paper your DISCOM actually issues, and the GERC regulations then in force.
MGVCL’s later provisional residential agreement cites Gujarat Renewable Energy Policy 2023 in its recital list. That is DISCOM stationery catching up. It is not, on its own, a new surplus rate.
Point 5 — What GERC still applies
Independent of the 2021 cover note, the live statutory stack for a bungalow in Vadodara, a flat common meter in Anand, or a Torrent Power home in Surat city is:
- GERC Net Metering Rooftop Solar PV Grid Interactive Systems Regulations, 2016
- Third Amendment, 2022 (load rule, surplus)
- Fourth Amendment, 2024 (6 kW strengthening line)
- Fifth Amendment, 2025 (no separate connectivity agreement for PM Surya Ghar)
Read the GERC net metering homeowner summary next. That is the document family your bill follows in 2026.
Point 6 — The 2026 extra state cash is a different GR
People searching Gujarat solar yojana 2026 or muft bijli yojana Gujarat now mix three layers:
- Central CFA — PM Surya Ghar, national portal.
- State top-up — GR 22 October 2026, only residential DC up to 2.18 kWp, DISCOM DBT.
- 2021 policy language — load and surplus, with the operative-period flag above.
The 2.18 kW extra money is not a 2021-policy revival. It sits on top of PM Surya Ghar. UVR’s Gujarat rate list now subtracts both CFA and that state DBT for eligible sizes. The state amount is still not an on-the-spot invoice discount. Walk through it in the state subsidy guide.
Solar in Ahmedabad, solar in Gandhinagar, solar in Rajkot, solar in Ankleshwar and solar in Bharuch all see the same three-layer stack. Torrent Power is named in the 2026 GR alongside MGVCL, DGVCL, UGVCL and PGVCL.
Hinglish searchers still type Surya Gujarat yojana. That brand is the older GUVNL rooftop programme and the national portal versus SURYA Gujarat split.
Next step
Book a free site survey before you freeze a 2 kW versus 3 kW size. The 2021 load rule makes the plant legal; the 2026 GR can freeze expansion for three years if you take the small-system state benefit.

Frequently asked questions
Is Gujarat Solar Power Policy 2021 still in force for new home solar in 2026?
The GoG GR notified on 29 December 2020 says the policy remains in operation up to 31 December 2025. GERC Petition 1936 of 2021 repeats that end date. Systems commissioned inside the window keep stated benefits for the project term. A plant commissioned in 2026 should be checked against current GERC net-metering regulations and DISCOM paperwork, not treated as a silent extension of the 2021 GR.
Can I install more solar than my sanctioned load in Gujarat?
For residential consumers, GERC’s Third Amendment (Notification 02 of 2022) and Policy 2021 clause 9.1 allow rooftop solar irrespective of sanctioned load, subject to the regulations’ 1 kW minimum and 1 MW ceiling. That is why a 2 kW or 3 kW plant can sit on a smaller sanctioned load in Vadodara, Anand or Surat. Commercial connections are not in that homeowner rule.
What is the surplus solar rate in Gujarat for homes?
GERC’s Third Amendment and the SURYA Gujarat residential interconnection agreement purchase leftover units after billing-cycle set-off at ₹2.25 per unit for the first five years from commissioning. After that the rate is 75% of GUVNL’s simple average tariff from non-park solar bids in the preceding six months. Surplus is a poor reason to oversize. Size from the bill.
Does GEDA solar policy replace PM Surya Ghar in Gujarat?
No. GEDA hosts state policy PDFs and acts as SNA for several RE programmes. Home CFA is the national PM Surya Ghar amount on pmsuryaghar.gov.in. Gujarat’s extra 2026 cash, where it applies, is the 22 October GR paid by DISCOMs. Searching GEDA solar subsidy or Surya Gujarat yojana still lands people on those older brands.
Solar subsidy Gujarat kitni milti hai under the 2021 policy?
The 2021 GR is not the current CFA table. Central CFA is ₹30,000 per kW for the first 2 kW and ₹18,000 for the third kW, capped at ₹78,000. From 22 October 2026 an extra state DBT can apply only up to 2.18 kWp DC. UVR’s published Gujarat rate list now nets both for eligible sizes. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning. Check the subsidy checker rather than a 2021 brochure.
Did Gujarat Renewable Energy Policy 2023 wipe home net metering?
The 2023 renewable-energy policy document says Solar Power Policy 2021 stands superseded for that policy’s own purposes. Residential billing still follows GERC Net Metering Regulations, 2016 as amended. Do not assume GRE 2023 quietly deleted ₹2.25 surplus or the no-load-cap rule. Those live in GERC notifications until the Commission changes them.
