GERC Net Metering Rules: A Gujarat Homeowner Summary
By UVR Green Energies Team · Published · 8 min read · Net Metering

A homeowner map of GERC rooftop net-metering: how a Vadodara or Surat bill sets off solar, what surplus pays, and which 2024–2025 amendments changed the file.
The short answer
GERC’s 2016 rooftop net-metering regulations, amended through 2025, are what settle a Gujarat home bill. Units set off each billing cycle. Self-owned surplus is ₹2.25 a unit for five years. Minimum size is 1 kW. Strengthening cost up to 6 kW sits in the DISCOM ARR. From 4 November 2025 PM Surya Ghar homes need no separate connectivity agreement. UVR Green Energies files the DISCOM side statewide and nationally.
Key takeaways
- Residential energy accounting is on a billing-cycle basis, not a real-time cash refund at retail tariff.
- Surplus after set-off: ₹2.25/unit for five years for self-owned / SURYA Gujarat homes, then 75% of GUVNL non-park bids.
- Capacity band: not less than 1 kW, not more than 1 MW; homes are irrespective of sanctioned load.
- Fourth Amendment: strengthening up to 6 kW in ARR. Fifth Amendment: no separate PM Surya Ghar connectivity agreement.
The bill that still has a plus and a minus
A net meter is not a compliment from the DISCOM. It is a meter that runs both ways.
In Alkapuri, Vadodara, a homeowner opened an MGVCL bill after commissioning and asked why he still paid fixed charges when “the solar had covered the house”.
Short answer: GERC net metering regulations settle rooftop solar on a billing-cycle set-off. You avoid the units you actually used. Surplus leftover is bought cheaply. Fixed charges remain. The 2016 regulations, as amended in 2022, 2024 and 2025, are the live law for solar in Gujarat — solar in Vadodara, solar in Surat, solar in Ahmedabad, solar in Rajkot — not a vendor brochure.
UVR Green Energies files the DISCOM side from Bhayli and nationally. This page is a homeowner summary, not a substitute for the gazette.
Billing-cycle set-off
GERC’s Third Amendment, clause 9.1.3: in case of residential consumers, energy accounting shall be carried out on billing-cycle basis.
Solar units generated and used in the house never appear as a purchase. Units imported from MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power, after that set-off, are billed at the applicable tariff. Demand charges, other charges and penalties remain as for other consumers.
The MGVCL Vadodara net-metering article is the city-level version of the same arithmetic.
Use the surplus settler on this page with last month’s import and export.
Surplus rate
When export exceeds import in that cycle, GERC and the SURYA Gujarat residential agreement purchase the leftover:
| Plant type | First 5 years | After 5 years |
|---|---|---|
| Self-owned and SURYA Gujarat homes | ₹2.25 / unit | 75% of GUVNL non-park solar bid average (preceding six months from COD, April–September or October–March) |
| Third-party on a home roof | 75% of that bid average from COD, fixed for the term | Same |
No banking charges on solar consumed by residential consumers (same notification).
Whether a plant commissioned in 2026 still inherits ₹2.25 is a GERC-regulation question, not a “2021 policy is in force” claim. See Gujarat Solar Power Policy 2021 for homeowners. DISCOM interconnection papers we see still recite ₹2.25; if yours differs, the paper on your file wins.
1 kW minimum, 1 MW ceiling, no home load cap
The 2016 principal regulations: capacity shall not be less than one kilowatt, and shall not exceed 1 MW.
The Third Amendment: residential consumers may install irrespective of sanctioned load, subject to those limits. Non-residential consumers remain in a different cap story (historically 50% of sanctioned load, with later MSME carve-outs). This page is for homes.
So a 3 kW plant on a 2 kW sanctioned load in Anand is allowed. A 0.5 kW balcony kit is not a GERC net-metered plant.
The 6 kW strengthening line
Fourth Amendment, Notification 13 of 2024, substitutes Regulation 5.1:
- Strengthening of distribution infrastructure, including the transformer, up to 6 kW (and later additions that still aggregate to 6 kW) is included in the DISCOM’s Annual Revenue Requirement.
- Above 6 kW, for LT consumers up to 100 kW, state-owned DISCOMs and Torrent Power recover strengthening on a per kW basis equal to the Commission-approved charges for release of new or additional LT load. Only the capacity above 6 kW is charged when an addition crosses the line.
- Other licensees: actual augmentation cost until a per-kW schedule exists.
We do not print a rupee-per-kW table. Those schedules move with tariff orders. Type the approved ₹/kW from your DISCOM estimate into a strengthening calculator only when you have that figure in writing.
Fifth-amendment paperwork
Statement of Reasons, 4 November 2025, Notification 10 of 2025: for PM Surya Ghar systems there shall not be a requirement for execution of a separate written connectivity agreement. Commencement date is the commissioning date. DISCOM communicates that date and the surplus rate under proper receipt.
Four state DISCOMs had asked for this, citing an MNRE letter dated 31 December 2024. The consumer is still bound by the net-metering regulations even without that extra signature.
CFA still needs DISCOM physical verification on the national portal, per MNRE guidelines. Net metering simplification is not a skip-inspection card.
How this sits next to subsidy
GERC does not pay CFA. PM Surya Ghar in Gujarat is MNRE. Extra state cash up to 2.18 kW is the 22 Oct 2026 GR.
Solar in Gandhinagar, solar in Bharuch, solar in Ankleshwar and solar in Mehsana all bill under this GERC stack. Torrent Power is a distribution licensee in Ahmedabad, Gandhinagar and Surat city licence areas; it is bound by the same Commission.
A billing cycle on paper (set-off before surplus)
GERC does not pay you retail tariff for every kilowatt-hour the panels produce. It allows set-off within the billing cycle, then buys surplus at the regulated rate.
Take a simplified two-month MGVCL cycle (numbers rounded for reading; your bill line names may differ):
| Line | Units | What GERC logic does |
|---|---|---|
| Import from grid | 400 | Starting point |
| Solar used in home (same cycle) | 250 | Never bought — set off first |
| Net import after set-off | 150 | Billed at slab tariff + fixed charges |
| Export to grid | 40 | Only if generation exceeded use and import still happened in accounting |
If export exceeds import in that cycle, the leftover export is surplus, purchased at ₹2.25/unit for five years on self-owned residential plants under the Third Amendment and SURYA Gujarat residential agreement language. Those 40 surplus units are not worth 40 × your ₹7–₹9 slab; they are worth 40 × ₹2.25 until the fifth-year rule changes.
Use Rooftop solar myths in Gujarat when someone insists the DISCOM “pays full tariff” for every exported unit.
Meter, waiver and commissioning paperwork
From 05 August 2025, a Government of Gujarat GR recorded in the 22 October 2026 state-subsidy preamble waives meter, meter-testing, meter-box and connectivity charges totalling ₹2,950 for new rooftop solar up to 6 kW (residential and GHS/RWA common-facility). That waiver is a GoG charge line, not a GERC surplus-rate change.
Commissioning date drives surplus clocks and PM Surya Ghar inspection timelines. GERC’s Fifth Amendment (Notification 10 of 2025, statement of reasons dated 4 November 2025) removes the separate written connectivity agreement requirement for PM Surya Ghar systems. The consumer is still bound by the net-metering regulations. The DISCOM must communicate commissioning date and surplus purchase rate under proper receipt.
MNRE operational guidelines still require DISCOM physical verification on the national portal before central CFA. Less signature paper is not less inspection.
| Document era | Homeowner effect |
|---|---|
| Third Amendment 2022 | Billing-cycle set-off; ₹2.25 surplus five years; no sanctioned-load cap for homes |
| Fourth Amendment 2024 | Strengthening up to 6 kW in ARR; above 6 kW on LT, per-kW charge on excess only |
| Fifth Amendment 2025 | No separate PM Surya Ghar connectivity agreement |
| GoG GR 22 Oct 2026 | Extra state DBT up to 2.18 kWp — paid by DISCOM, not GERC |
Subsidy stack versus billing stack
PM Surya Ghar in Gujarat pays central CFA after commissioning approval — ₹30,000/kW for the first 2 kW, ₹18,000 for the third, cap ₹78,000 from 3 kW. Gujarat’s 22 October 2026 GR may add state DBT only up to 2.18 kWp DC, with a three-year rooftop expansion lock if you take that benefit. GERC neither pays nor calculates either subsidy; it governs the meter.
UVR’s Gujarat on-grid list (see solar panel price in Vadodara) now nets CFA plus state DBT for homes up to 2.18 kWp. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
When sizing, tie GERC surplus logic to capacity choice in 2 kW vs 3 kW solar Gujarat. Heavy summer import usually points to 3 kW and CFA-only state treatment; modest use may fit 2 kW plus state DBT if the lock is acceptable.
Housing societies and common meters
This summary targets single domestic meters. A housing society plant on a common connection is often above 6 kW aggregate. Fourth Amendment strengthening rules then split: up to 6 kW in the DISCOM ARR, charges on capacity above 6 kW per GERC-approved LT load schedules — we do not invent ₹/kW here.
Society CFA uses MNRE’s ₹18,000/kW on eligible common-facility capacity (3 kW per house ceiling in guidelines). Billing still follows GERC unless the connection category is non-residential. See housing society solar in Vadodara for the GHS file shape.
Torrent Power in Ahmedabad, Gandhinagar and Surat city licence areas, and the four GUVNL DISCOMs statewide, all operate under the same Commission net-metering framework. National portal vs SURYA Gujarat explains where CFA is filed versus where DISCOM portals are listed.
When the 2021 policy PDF still appears
Neighbours may cite Gujarat Solar Power Policy 2021 for “unlimited solar” or ₹2.25 surplus. The 2021 GR’s operative period ended 31 December 2025; 2026 commissioning should be checked against current GERC amendments and DISCOM practice, not assumed to inherit the 2021 GR by silence. Gujarat Solar Power Policy 2021 for homeowners separates what expired from what GERC still enforces.
Surplus at ₹2.25 for five years remains in GERC Third Amendment and interconnection templates we see on SURYA Gujarat hosts; if your signed paper shows a different rate, that paper governs.
City service pages — solar in Surat, solar in Anand — localise DISCOM names; the GERC arithmetic is the same.

Frequently asked questions
How does Gujarat net metering work on my MGVCL or Torrent bill?
GERC requires energy accounting on a billing-cycle basis for residential consumers. Solar units you use at home set off units you drew from the DISCOM in that cycle. If you still imported, you pay the slab tariff plus fixed charges. If you still exported, the leftover is surplus, not a retail-tariff refund. See net metering in Vadodara for the MGVCL walk-through of the same rule.
What is the Gujarat surplus rate for rooftop solar?
GERC’s Third Amendment and the SURYA Gujarat residential agreement purchase surplus at ₹2.25 per unit for the first five years from commissioning for self-owned systems and SURYA Gujarat consumers. After that the rate is 75% of GUVNL’s simple average tariff from non-park solar bids in the preceding six-month window. Third-party sale on a home roof uses the 75% bid average from day one.
Is there a 1 kW minimum for rooftop solar in Gujarat?
Yes. The 2016 principal regulations say the capacity of a rooftop solar PV system shall not be less than one kilowatt, and shall not exceed 1 MW. Homes may exceed sanctioned load inside that band under the Third Amendment. A 2 kW or 3 kW plant in Vadodara, Anand or Rajkot is inside the band. Sub-1 kW novelty kits are not a net-metered GERC plant.
What did GERC’s Fifth Amendment change for PM Surya Ghar?
Notification 10 of 2025, with statement of reasons dated 4 November 2025, says there shall not be a requirement for a separate written connectivity agreement for Solar Rooftop PV Systems installed under PM Surya Ghar. The consumer is deemed bound by the regulations. DISCOM must communicate the commissioning date and the surplus purchase rate under proper receipt. That is the paperwork cut, not a new subsidy.
Do I pay system strengthening charges below 6 kW?
GERC’s Fourth Amendment (Notification 13 of 2024) puts the cost of strengthening distribution infrastructure for rooftop solar up to 6 kW, including later additions that stay at 6 kW, into the DISCOM’s Annual Revenue Requirement. Above 6 kW, state DISCOMs and Torrent Power recover the Commission-approved per-kW charge used for new or additional LT load, only on capacity above 6 kW. We do not invent that rupee table here.
