2 kW vs 3 kW Solar in Gujarat After the State Subsidy
By UVR Green Energies Team · Published · 8 min read · PM Surya Ghar Subsidy

The 22 October 2026 Gujarat GR makes 2 kW and 3 kW different products: extra state DBT and a three-year lock on one side, the full ₹78,000 central cap on the other.
The short answer
After 22 October 2026, extra Gujarat state DBT applies only up to 2.18 kWp DC. Two kW gets ₹60,000 CFA plus about ₹30,000 state DBT (about ₹24,000 net on UVR’s list) and a three-year lock. Three kW gets the ₹78,000 central cap, about ₹84,000 net. You pay the full installed cost upfront; DISCOM credits both after commissioning. Size from the bill.
Key takeaways
- State GR extra cash stops at 2.18 kWp DC. 3 kW is outside that GR.
- Taking the 2.18 kW benefit freezes further rooftop solar for three years from installation.
- CFA is ₹60,000 at 2 kW and ₹78,000 from 3 kW, unchanged by the GR.
- UVR Gujarat list: about ₹1,14,000 gross at 2 kW (about ₹24,000 after CFA + state DBT) and ₹1,62,000 at 3 kW (about ₹84,000 after CFA). You pay the full installed cost upfront; DISCOM credits both after commissioning.
Two WhatsApp PDFs, two sizes
Nilesh in Alkapuri had a 3 kW quote on the table. His cousin in Ahmedabad forwarded the 22 October 2026 GR and asked why anyone would still install 3 kW.
That is the right question. It is not a trick question with one patriotic answer.
Short answer: After the Gujarat GR, 2 kW vs 3 kW solar Gujarat is a subsidy-structure choice as much as a bill choice. 2 kW (strictly, DC up to 2.18 kWp) can collect extra state DBT and then cannot grow for three years. 3 kW collects the full PM Surya Ghar subsidy in Gujarat cap of ₹78,000 and sits outside that GR. Read the state subsidy guide before you cut a design only to chase 2.18.
UVR Green Energies will still survey solar in Vadodara, solar in Surat, solar in Bharuch, solar in Anand and roofs anywhere in India. The GR follows the DISCOM, not the municipal limit.
Two households, two sizes
Imagine two MGVCL homes on the same street in Vadodara.
House A uses about 180–220 units a month, two ACs, no EV. House B sits above 350 units most of the year, three ACs, a water heater, and an EV charger is “next Diwali”.
House A can often live on about 2 kW if the terrace is clean. House B will still be importing expensive slab units on a 2 kW plant, and the GR will then forbid adding panels for three years if they take the state benefit.
CFA versus the state GR
Central CFA did not move. PIB and MNRE still set ₹30,000 per kW for the first 2 kW, ₹18,000 for the third kW, cap ₹78,000 from 3 kW.
The GR only fills the hole between that CFA and the MNRE benchmark (₹50,000/kW for the first 2 kW, ₹45,000 per extra kW), after your 10% or 5% share, and only if DC ≤ 2.18 kWp, commissioned on or after 22 October 2026.
| Size (DC) | Central CFA | State GR (general, 10%) | Three-year lock if you take state help |
|---|---|---|---|
| 1 kW | ₹30,000 | ₹15,000 | Yes |
| 2 kW | ₹60,000 | ₹30,000 | Yes |
| 2.18 kW | ₹63,240 | ₹34,050 | Yes |
| 3 kW | ₹78,000 | Not eligible | Not from this GR |
If the installer charges more than benchmark, you pay the gap. The GR is against benchmark, not against the invoice.
The 3-year expansion lock
This is the clause WhatsApp summaries skip.
The MGVCL-hosted GR says residential consumers who take this benefit shall not add further rooftop solar capacity for three years from the installation date. Homes that already have a smaller plant may add only up to a cumulative 2.18 kWp.
If House B takes 2 kW plus state DBT and then buys the EV, the extra modules are a policy problem, not a hardware problem.
3 kW does not trigger this GR lock, because 3 kW never entered the GR.
UVR rate-list example (CFA + state DBT up to 2.18 kW)
On UVR’s Gujarat on-grid list (Rayzon 550 Wp mapping in solarRates):
- Below 3 kW: ₹57,000 per kW → 2 kW gross ₹1,14,000. After ₹60,000 CFA and ₹30,000 general-category state DBT, estimated net ₹24,000.
- From 3 kW: ₹54,000 per kW → 3 kW gross ₹1,62,000. After ₹78,000 CFA, estimated net ₹84,000 (3 kW is above the 2.18 kWp state cap).
You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning. The 2 kW state transfer is from MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power, not from the UVR booking invoice.
Yield planning on this site is 126 units per kW per month. 2 kW ≈ 252 units; 3 kW ≈ 378 units, before shade. Surplus after set-off is ₹2.25 a unit for five years under GERC’s Third Amendment — too low to justify a 3 kW plant on a 150-unit bill.
DCR modules remain mandatory for CFA. DCR vs non-DCR is not optional on a subsidised file.
Cities, DISCOMs, same fork
The GR names DGVCL, MGVCL, PGVCL, UGVCL and Torrent Power. So the 2 kW versus 3 kW fork is statewide: solar in Ahmedabad and solar in Gandhinagar on Torrent, solar in Rajkot on PGVCL, solar in Mehsana on UGVCL, solar in Ankleshwar and Bharuch on DGVCL, solar in Vadodara on MGVCL.
People still search Surya Gujarat yojana and solar subsidy Gujarat kitni milti hai. The extra 2026 rupees are not a revival of the old 40% SURYA capital subsidy. They ride on PM Surya Ghar. Apply on the national portal.
SC/ST share and the same size fork
The 22 October 2026 GR does not change the central CFA table. It changes how much of the MNRE benchmark you must fund before the state pays the remainder.
For general-category residential consumers, the GR expects a 10% share of the benchmark cost. For SC/ST residential consumers, the share is 5%. The state DBT is what is left after subtracting PM Surya Ghar CFA and that share from the benchmark — not from whatever gross price appears on a vendor quotation.
| DC size | Benchmark (GR formula) | CFA | State DBT (general 10%) | State DBT (SC/ST 5%) |
|---|---|---|---|---|
| 1 kW | ₹50,000 | ₹30,000 | ₹15,000 | ₹17,500 |
| 2 kW | ₹1,00,000 | ₹60,000 | ₹30,000 | ₹35,000 |
| 2.18 kW | ₹1,08,100 | ₹63,240 | ₹34,050 | ₹39,455 |
Either way, 3 kW is outside the 2.18 kWp DC cap for this state component. The ₹78,000 central cap still applies at 3 kW. The three-year expansion lock applies when you take the state benefit on a qualifying small plant, not when you choose CFA-only sizing at 3 kW.
Commissioning date and the ₹2,950 waiver line
The GR ties eligibility to systems commissioned on or after 22 October 2026. That is a commissioning clock, not the day you pay a booking advance. MNRE operational guidelines still require DISCOM inspection and approval before central CFA is processed. The state DBT follows the same DISCOM ecosystem — MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power — with GUVNL as nodal agency for the state fund.
The same GR’s preamble also records an earlier Government of Gujarat order dated 05 August 2025 waiving meter, meter-testing, meter-box and connectivity charges totalling ₹2,950 for new rooftop solar up to 6 kW (residential and GHS/RWA common-facility plants). That waiver is a separate line item from CFA and from the 2.18 kW state top-up. It does not turn a 3 kW plant into a 2 kW plant for subsidy purposes.
If your file is still “applied but not commissioned” when the calendar crosses policy dates, the paperwork on the DISCOM file — commissioning date, net meter, inspection report — is what matters. UVR Green Energies does not treat a WhatsApp “done” message as commissioning.
Work the bill before the comparer
Start with twelve months of units, not with the subsidy checker output. MGVCL, DGVCL and Torrent Power all bill under GERC net metering: set-off inside the billing cycle, cheap surplus after export, fixed charges still due.
Use What size solar system do I need? as the sanity check. Then open the PM Surya Ghar subsidy checker and the comparer on this page to see central CFA plus Gujarat state DBT on UVR’s Gujarat list for 2 kW and 2.18 kW, versus central CFA only at 3 kW.
| Planning step | 2 kW / 2.18 kW lean | 3 kW lean |
|---|---|---|
| Typical monthly use | Often under ~250–280 units if shade is clean | Often above ~300 units or heavy summer AC |
| Central CFA | ₹60,000–₹63,240 | ₹78,000 |
| Extra state DBT (if GR applies) | Yes, with lock | No |
| UVR list (gross → estimated net) | ~₹1,14,000 → ~₹24,000 after CFA + state DBT | ~₹1,62,000 → ~₹84,000 after CFA |
| Expansion for 3 years | Frozen if state benefit taken | Not blocked by this GR |
Yield on this site remains 126 units per kW per month for planning. Shade, orientation and inverter clipping change real production. Surplus after set-off is ₹2.25 per unit for five years on self-owned homes under GERC’s Third Amendment — a reason not to oversize purely for export income.
Portals, DCR and where the GR lives
None of this changes where you apply. CFA still starts on pmsuryaghar.gov.in with a registered vendor and DCR modules, as explained in DCR vs non-DCR. SURYA Gujarat at suryagujarat.guvnl.in remains the GUVNL DISCOM rooftop window MNRE lists for Gujarat — see National portal vs SURYA Gujarat.
The 2026 state rupees are not a third portal. They are a DISCOM DBT after a qualifying PM Surya Ghar file. UVR’s published Gujarat on-grid rate sheet now subtracts both central CFA and the extra state DBT for homes up to 2.18 kWp. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
For the full GR walkthrough — consumer share, lock-in, who pays — read Gujarat state solar subsidy 2026. For policy context on surplus and sanctioned load, Gujarat Solar Power Policy 2021 still explains what GERC carried forward even though the 2021 GR’s operative period ended on 31 December 2025.
Housing societies follow a different CFA line (₹18,000 per kW on common facilities, capped in MNRE rules). This article is for single-meter homes. Society roofs in Vadodara are covered in housing society solar.

Frequently asked questions
Should I install 2 kW or 3 kW solar in Gujarat in 2026?
There is no universal winner. If monthly use is modest and you can live with 2 kW for three years, the 22 Oct 2026 GR adds state DBT on top of ₹60,000 CFA. If summer bills sit in MGVCL’s top slab, 3 kW and the ₹78,000 cap usually fit the roof better. UVR Green Energies sizes from twelve months of bills and shade, for solar in Vadodara, Surat, Bharuch and the rest of Gujarat.
How much extra state subsidy does 2 kW get versus 3 kW?
Under the MGVCL-hosted GR, 2 kW general-category: MNRE benchmark ₹1,00,000, CFA ₹60,000, 10% share ₹10,000, state remainder ₹30,000. SC/ST share is 5%, so state remainder ₹35,000. 3 kW is above 2.18 kW DC, so state remainder is zero. 3 kW still gets ₹78,000 central CFA after DISCOM inspection.
What is the 2.18 kW solar subsidy lock-in in Gujarat?
The GR says residential consumers who take this state benefit shall not add further rooftop solar capacity for three years from the installation date. Existing smaller plants may add only up to a cumulative 2.18 kWp. If you expect an EV, a second AC floor or a parent moving in, that lock is the main reason to consider 3 kW and CFA only.
Does UVR already subtract the Gujarat state top-up on a 2 kW quote?
Yes, for homes up to 2.18 kWp. UVR’s Gujarat rate list now subtracts both central CFA and the extra state DBT (general-category 10% of MNRE benchmark). You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning. It is not a booking-invoice discount. That is the same rule we use for solar in Ahmedabad, Rajkot, Gandhinagar and Anand.
2 kW solar Gujarat kitna savings dega compared with 3 kW?
Savings follow units you actually use, not the subsidy headline. UVR’s planning yield is 126 units per kW per month, so 2 kW is about 252 units and 3 kW about 378, before shade. Surplus after the billing cycle pays only ₹2.25 a unit for five years. Oversizing a low bill to chase subsidy is a poor trade. Run the comparer on this page, then a survey.
