National Portal vs SURYA Gujarat: Where Homes Apply

Two bookmarks, one confused uncle

Every UVR survey in Vadodara starts with a phone. On it are two bookmarks: pmsuryaghar.gov.in and suryagujarat.guvnl.in. Someone in the family has labelled both “subsidy”.

Short answer: For a Gujarat home that wants PM Surya Ghar CFA, the application that creates the subsidy file is the national portal. The SURYA Gujarat portal is GUVNL’s DISCOM rooftop window. MNRE still prints that URL next to MGVCL, DGVCL, UGVCL, PGVCL and Torrent Power. The 22 October 2026 extra state DBT rides on PM Surya Ghar, which we walk through in the Gujarat state solar subsidy guide. It is not a new “apply only on SURYA Gujarat” capital scheme.

Two portals people hear about

Older Torrent Power FAQs told residential applicants to use SURYA Gujarat through empanelled vendors, and non-residential / non-subsidy residential to use the GEDA window. Stationery lags Google. Confirm the live form before you treat a 2021 PDF screenshot as the 2026 button.

What each still does

National portal (MNRE operational guidelines, 7 June 2024):

• Any eligible consumer with a valid DISCOM consumer number applies here.
• Choose a vendor registered on that portal. Mutually decide the price. No DISCOM tender rate under the scheme.
• After installation, upload geo-tagged photos and system details. DISCOM inspects. CFA is processed after that approval.

SURYA Gujarat:

• One GUVNL-branded front door for the four state DISCOMs plus Torrent Power.
• MNRE’s DISCOM-link table still groups Gujarat For Subsidy rows onto that URL, with separate emails for DGVCL, MGVCL, PGVCL, UGVCL, Torrent Ahmedabad and Torrent Surat.
• People searching suryagujarat guvnl or Gujarat rooftop solar portal land here.

GEDA window:

• Listed as non-subsidy for all DISCOMs.
• Policy PDFs live on GEDA’s policy page. That is not a CFA application.

CFA lives on pmsuryaghar.gov.in

DCR is essential. DCR versus non-DCR is the hardware condition, not a branding preference.

The 2026 Gujarat extra cash, up to 2.18 kWp, is paid by the DISCOM as DBT. You do not fill a third “state subsidy portal” in the GR. GUVNL is nodal for the fund. See 2 kW vs 3 kW if that cap is tempting you to undersize.

Hinglish queries — PM Surya Ghar Gujarat apply, Surya Gujarat yojana apply, muft bijli yojana Gujarat — should all resolve to the national portal for CFA, with DISCOM inspection afterwards.

One journey, two logins (conceptual order)

Think of the file as a stack, not a fork in the road.

Layer 1 — MNRE / national portal: consumer registration, vendor selection, mutually agreed price, DCR declaration, geo-tagged installation photos, e-token generation after DISCOM approval, bank credit of central CFA. MNRE’s 7 June 2024 operational guidelines are explicit: scheme benefits are availed only through the National Portal. There is no DISCOM tender rate under PM Surya Ghar; you and the registered vendor agree the price.

Layer 2 — DISCOM / licensee: physical inspection, net meter, commissioning date, surplus rate communication, and — for Gujarat after 22 October 2026 — additional state DBT when DC stays at or under 2.18 kWp and commissioning qualifies. GUVNL is nodal for the state subsidy fund. Payment is DBT from DGVCL, MGVCL, PGVCL, UGVCL or Torrent Power, not a second MNRE login.

Layer 3 — SURYA Gujarat brand: the GUVNL-hosted URL that MNRE’s DISCOM-link table still lists for Gujarat subsidy rows. People typing suryagujarat guvnl or GUVNL net metering often mean this front door even when the national portal already holds their CFA application.

What SURYA Gujarat still means in search results

Before PM Surya Ghar, Gujarat’s SURYA Gujarat capital subsidy era trained an entire generation of homeowners to say “apply on SURYA Gujarat”. Operative periods for that older capital subsidy closed years ago. MNRE’s 2026 CFA route is national.

SURYA Gujarat today is still valuable as:

• The GUVNL unified DISCOM rooftop portal URL on MNRE’s table.
• A host for policy PDFs and residential interconnection templates people cite in society meetings.
• The label DISCOM helplines use when they mean “rooftop solar on our network”, not “factory open access”.

Commercial and non-subsidy residential rooftops appear on MNRE’s table under geda.ahasolar.in as the non-subsidy window for all Gujarat DISCOMs. That is not the home CFA journey. Mixing the two uploads is how a file stalls.

State DBT does not revive “40% SURYA”

The 22 October 2026 Government of Gujarat GR (EPCD/SUD/e-file/20/2025/2435/B1, hosted on MGVCL) adds additional state subsidy for residential rooftop solar up to 2.18 kWp DC, commissioned on or after that date, while PM Surya Ghar remains in force.

Mechanically it fills the gap between MNRE benchmark cost (₹50,000/kW for the first 2 kW, ₹45,000 per additional kW in the GR’s quote of MNRE OM 07-06-2024), minus central CFA, minus a 10% consumer share ( 5% for SC/ST). It is not a flat “40% off invoice” poster from the old SURYA capital scheme.

GERC paperwork sits beside both portals

Net metering is not a portal at all. GERC net metering regulations settle billing-cycle set-off, ₹2.25 surplus for five years on self-owned homes, the 1 kW–1 MW band, strengthening cost treatment up to 6 kW in the DISCOM ARR, and — from 4 November 2025 — no separate written connectivity agreement for PM Surya Ghar plants.

CFA inspection on the national portal and GERC interconnection are parallel requirements. Simpler connectivity paperwork does not mean skip inspection.

MGVCL’s Solar RoofTop page hosts MNRE guidelines, GERC amendment PDFs and the 22 October 2026 GR copy. Other DISCOMs mirror similar shelves. When a portal menu moves, the PDF on the DISCOM site often updates before blog screenshots do.
