PM Surya Ghar in Ahmedabad is the same central CFA as the rest of India on pmsuryaghar.gov.in. Torrent Power usually inspects inside its Ahmedabad and Gandhinagar licence area; outskirts may be UGVCL — read the bill. Torrent is in the 22 October 2026 GR for extra state DBT up to 2.18 kWp. The bill that said Torrent, the cousin who said GEB
A bungalow in Satellite, Ahmedabad, had “Torrent Power” on the bill and a cousin in Mehsana insisting “Gujarat solar is all GUVNL”. Both were holding a piece of the truth.
Short answer: PM Surya Ghar Ahmedabad is central CFA on pmsuryaghar.gov.in, same rupees as PM Surya Ghar subsidy in Gujarat. Inside Torrent Power’s Ahmedabad and Gandhinagar licence area, Torrent is the inspector. Some edges are UGVCL. The 22 October 2026 extra state DBT, up to 2.18 kWp, names Torrent Power as a paying licensee. UVR Green Energies has no Ahmedabad office on this site; we still survey there from Bhayli, Vadodara, and we work nationally.
Read the bill before the pin code
Torrent Power describes its distribution licence as covering Ahmedabad and Gandhinagar, Surat and Dahej. That is an area statement, not a promise that every Ahmedabad municipal ward is Torrent.

Solar in Gandhinagar follows the same fork. Solar in Vadodara is MGVCL. Solar in Surat may be Torrent or DGVCL. Solar in Rajkot is typically PGVCL. UVR files all of them.
CFA rupees do not change in Ahmedabad

Gujarat is not a special-category CFA state. Ahmedabad does not get a secret extra central slab.
The Gujarat state solar subsidy GR can add DISCOM DBT only up to 2.18 kWp DC, commissioned on or after 22 October 2026, with a three-year expansion lock. Torrent Power is in that GR. UVR’s published Gujarat rate list now nets CFA plus that state DBT for eligible sizes.
How to apply (Torrent or UGVCL)
- Latest bill in hand. Confirm licensee.
- Register on the national portal with that consumer number.
- Choose a vendor registered on the portal. UVR Green Energies is an EPC that files this paperwork; we do not pretend the portal is optional.
- Install, upload geo-tagged photos and the DCR certificate number.
- Torrent or UGVCL inspects, meters, commissions.
- CFA e-token / bank credit after DISCOM approval. PIB describes processing within 15 days of that approval — not 15 days from booking.
- If DC ≤ 2.18 kW and the GR applies, state DBT is a second credit. The GR does not print a day-count for it.

2 kW or 3 kW in Ahmedabad
The same fork as the rest of the state. If the summer bill is heavy, 3 kW and ₹78,000 CFA usually beat a 2.18 kW lock. If use is modest, the state GR can sweeten 2 kW. Work it in 2 kW vs 3 kW solar Gujarat.

Torrent Surat and the same national file
Torrent Power also holds a Surat distribution licence alongside Ahmedabad and Gandhinagar and Dahej in its published area list. MNRE’s DISCOM-link table lists Torrent Power Limited – Surat on the same SURYA Gujarat URL as Torrent Ahmedabad.
Surat district outside the Torrent licence is usually DGVCL. Solar in Surat therefore repeats the Ahmedabad lesson: read the bill, not the city name. CFA amounts do not change when the inspector switches from Torrent to DGVCL; inspection contact details do.

Extra state DBT in Ahmedabad (2.18 kWp cap)
The 22 October 2026 GR names Torrent Power among licensees that pay additional state subsidy by DBT for qualifying residential plants up to 2.18 kWp DC, commissioned on or after that date, while PM Surya Ghar runs. GUVNL is nodal for the fund.
Mechanically the state component fills the gap between MNRE benchmark (₹50,000/kW first 2 kW, ₹45,000 per extra kW), minus central CFA, minus 10% consumer share (5% SC/ST). Above 2.18 kWp DC, state remainder is zero — the same fork as the rest of Gujarat in 2 kW vs 3 kW.
Taking the state benefit triggers the GR’s three-year ban on adding further rooftop capacity (existing smaller plants may expand only to cumulative 2.18 kWp). A Satellite bungalow planning an EV may prefer 3 kW and the ₹78,000 CFA cap without state top-up.

Net metering on Torrent bills
Torrent is a Gujarat distribution licensee. GERC net metering regulations apply: billing-cycle set-off, ₹2.25/unit surplus for five years on self-owned residential plants under Third Amendment language, fixed charges on net import, no retail refund for exported energy.
From 4 November 2025, PM Surya Ghar plants do not need a separate written connectivity agreement under GERC Fifth Amendment — the consumer remains bound by the regulations, and the licensee communicates commissioning date and surplus rate in writing.
The GoG ₹2,950 waiver for meter, testing, box and connectivity on new plants up to 6 kW (recorded in the 22 October 2026 GR preamble) is separate from CFA and from state DBT. Ask Torrent or UGVCL for the live waiver line on your estimate.
Documents the portal expects (conceptual)
MNRE operational guidelines (7 June 2024, hosted on MGVCL) require valid DISCOM consumer number, vendor registered on the national portal, DCR modules with certificate number, geo-tagged installation photos, bank proof in the consumer name, and DISCOM inspection before CFA processing.
Torrent’s older FAQ steered residential applicants through SURYA Gujarat empanelled vendors; MNRE’s 2026 rule is still national portal first. Keep the latest bill PDF, Aadhaar-linked mobile for OTP, and roof photos ready before login.

The central subsidy is MNRE’s, not Torrent’s gift. You apply on pmsuryaghar.gov.in with a registered vendor. Torrent inspects and fits the net meter in its licence area, as any Gujarat DISCOM does. MNRE’s DISCOM-link table lists Torrent Power Limited – Ahmedabad against the SURYA Gujarat URL. Torrent is also named in the 22 October 2026 state GR for extra DBT up to 2.18 kWp.
Is Gandhinagar solar subsidy the same as Ahmedabad?
Central CFA is the same. The inspector follows the bill. Torrent Power publishes Ahmedabad and Gandhinagar among its distribution licence areas. Surrounding villages may be UGVCL. If the bill says Uttar Gujarat Vij Company, your file is a UGVCL file even if the pin code looks like Gandhinagar. UVR Green Energies files whichever licensee is printed.
How do I apply for Ahmedabad solar rooftop subsidy?
Register on the national portal with the Torrent or UGVCL consumer number, choose a registered vendor, install DCR modules, upload geo-tagged photos, and wait for the licensee’s inspection. CFA is processed after that approval. Extra Gujarat state support, if DC stays at or under 2.18 kW and commissioning is on or after 22 October 2026, is a second DBT from the licensee. UVR’s rate list now nets both for eligible sizes. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
