Net Metering in Indore: MPPKVVCL Steps and Timeline
By UVR Green Energies Team · Published · 7 min read · Net Metering

Indore homes sit on MPPKVVCL, Madhya Pradesh’s West DISCOM. Net metering follows MPERC, not Gujarat’s GERC rules. Here is the national-portal path, papers, the 15-day clock for ≤10 kW, and how surplus is settled — with no invented buyback rate.
The short answer
Net metering in Indore is an MPPKVVCL file under MPERC RG-39(II) 2024, as amended in June 2026. Homes stay on net metering. Apply on pmsuryaghar.gov.in. Complete files up to 10 kW are deemed accepted without feasibility. The DISCOM then has 15 days from the installation certificate to sign, fit the meter and commission. Surplus carries month to month and settles each October–September year. CFA is the national table, max ₹78,000.
Key takeaways
- Indore is MPPKVVCL (MP West DISCOM). Homes use MPERC net metering, not Gujarat’s GERC surplus table.
- Apply on pmsuryaghar.gov.in. A separate MPPKVVCL portal walkthrough is not published here.
- For PM Surya Ghar: processing fee and meter-testing fee are waived; the bidirectional meter itself is not free.
- ≤10 kW complete files are deemed accepted without feasibility; the DISCOM has 15 days from the installation certificate to commission.
- CFA is ₹30,000 / ₹60,000 / ₹78,000. DCR modules are required for subsidy.
The May bill on an Indore dining table
Picture a familiar scene (a hypothetical one): it is May in Vijay Nagar, the AC has run every afternoon since Holi, and the MPPKVVCL bill on the table is the fattest of the year. Someone says, "Put solar. The meter runs backwards, and Gujarat cousins say the DISCOM pays extra units."
Here is the short answer. Net metering in Indore lets your rooftop send spare daytime units into the MPPKVVCL grid and draw them back at night. At the end of each billing month you pay for net units, not for every unit the meter imported.
The rules are MPERC’s, not Gujarat’s. Apply on the PM Surya Ghar national portal. City page: solar in Indore.
Who writes the Indore rules
Indore is supplied by MP Paschim Kshetra Vidyut Vitaran Co. Ltd. (MPPKVVCL), the West DISCOM of Madhya Pradesh.
The live rooftop regulation is MPERC’s Grid Interactive Renewable Energy Systems Related Matters Regulations [Revision-II], 2024 — RG-39(II) of 2024 (No. 692/MPERC/2024, 14 March 2024). The First Amendment ARG-39(II)(i) of 2026 (No. 1016/MPERC/2026, 18 June 2026) then simplified PM Surya Ghar files.
Homes stay on net metering. In Petition 17/2024 (order 23 August 2024), MPERC declined the DISCOMs’ request for net billing and grid support charges.
UVR Green Energies is based in Bhayli, Vadodara, and also lists Indore and Greater Noida as service cities. A Vadodara MGVCL net-metering surplus figure must not be copied onto an MPPKVVCL bill.
Net metering in one minute
Think of the MPPKVVCL grid as a passbook for electricity.
- Daytime: panels feed the house first. Spare units export through the bidirectional meter.
- Night: panels stop. You import as usual.
- Month end: exports set off imports. You are billed on the difference, plus fixed charges that MPERC computes on imported units (RG-39(II) Regulation 8A(5)).
That is net metering, not net billing (imports and exports priced separately) and not gross metering (all generation sold, all consumption bought). For hardware choices see on-grid vs off-grid vs hybrid.
Size, sanctioned load and arrears
Under MPERC RG-39(II) Regulation 4:
| Rule | What it means for an Indore home |
|---|---|
| Minimum 1 kW | Below that, net metering is not this regulation’s product |
| Maximum 500 kW | Net metering band; a bungalow will sit far below it |
| Not above sanctioned load | Size to the load printed on the MPPKVVCL bill |
| Arrears | Consumers with electricity arrears are not eligible |
A distribution-transformer percentage cap was not found in the regulation text used for this page, so it is not quoted here.
What is waived — and what is not
Do not write “everything is free” on an Indore WhatsApp group.
ARG-39(II)(i) of 2026, read with MPERC’s order in Petition 137/2025 (17 April 2026), does this for PM Surya Ghar net-metering applicants:
| Item | Position |
|---|---|
| Processing fee (Reg 6(d), previously ₹1,000) | Waived for PMSG |
| Separate paper connection agreement | Not required; the agreement is built into the online application |
| Meter-testing fee | Waived for PMSG |
| Bidirectional meter procurement | Not waived (Petition 137/2025, paragraphs 13–14) |
The April 2026 order also spoke of installation and commissioning charges. The June 2026 amendment text that actually changed the regulation covers the processing fee, the agreement and meter testing. Treat meter cost as payable unless MPPKVVCL’s estimate says otherwise.
Steps on the national portal
MNRE’s operational guidelines say a residential consumer applies only on the PM Surya Ghar National Portal with a valid DISCOM consumer account number. A published MPPKVVCL-specific SOP or DISCOM portal walkthrough was not verified for this page, so this is the national sequence:
- Register on pmsuryaghar.gov.in with the MPPKVVCL consumer number on the bill.
- Choose a portal-registered vendor. Rates are mutual; there is no DISCOM tender list under this scheme.
- Feasibility: for rooftop solar up to 10 kW, MPERC RG-39(II) treats a complete application as deemed accepted without a feasibility study. MNRE’s guidelines say the same under the Electricity (Rights of Consumers) Rules, once the state has operationalised it.
- Install after you freeze design. CFA needs DCR modules — domestically made modules from domestically made cells.
- Upload system details and geo-tagged photographs. The vendor may help through your login.
- MPPKVVCL inspects, fits the bidirectional meter and approves on the portal.
- CFA via e-token after that DISCOM approval, if you claimed subsidy.
Track the file on the portal, not on a vendor WhatsApp. Status decoder: PM Surya Ghar application status stages.
Hinglish, one line: Indore net metering kaise apply kare = pehle national portal, phir MPPKVVCL inspection.
Papers to keep in the folder
A published MPPKVVCL rooftop document PDF was not reachable for this page. Use MNRE’s national list, then add whatever the estimate letter actually asks.
| Paper | Why it exists | Typical miss |
|---|---|---|
| Latest MPPKVVCL bill | Consumer number, name, sanctioned load, category | Applying on a shop meter and expecting home CFA |
| Bank proof in the holder’s name | MNRE CFA credit path: cancelled cheque, e-statement or passbook | Son’s cheque, father’s connection |
| Portal-registered vendor | MNRE: you must pick a registered vendor for CFA | A neighbourhood electrician not on the portal |
| Geo-tagged plant photos + serials | Inspection and e-token | Blurry terrace shots with no modules in frame |
| DCR cell-and-module proof | Non-DCR in any form makes the plant ineligible for CFA | “Indian brand” stickers that are not DCR |
The Gujarat DISCOM checklist on PM Surya Ghar documents required is MGVCL stationery. Use it as a reminder of name-match and DCR, not as an Indore affidavit list.
The 15-day clock (regulatory, not a promise)
MPERC RG-39(II) Regulation 6 sets two clocks that matter for a typical home:
- A rooftop solar application up to 10 kW that is complete in all respect is deemed accepted without a feasibility study.
- After the installation certificate is submitted, the DISCOM must sign the agreement, install the meter and commission in 15 days.
Those are Commission maxima. They are not UVR’s survey-to-bill promise, and they do not run while the portal is bouncing for missing DCR serials or a name mismatch.
How surplus is settled (no ₹ figure)
This is where Gujarat forwards mislead Indore readers.
Under MPERC RG-39(II):
- Unused export credits carry forward from one billing month to the next (Regulation 8A(3)(a)).
- The settlement period runs from the October billing month to the September billing month (Regulation 2(1)(cc) and 8A(4)).
- Credits still unadjusted at the end of that year are paid by 15 November at the lowest solar or wind bid tariff discovered in Madhya Pradesh in the previous financial year, then reset to zero.
- Fixed charges stay, computed on imported units.
This page does not publish a rupee-per-unit settlement rate. No official MPERC or MPPKVVCL notice with that number was used here.
Run your kW through the PM Surya Ghar subsidy checker before you freeze 2 kW versus 3 kW.
CFA for an Indore roof
Re-checked on publish day against PIB (PRID 2042620) and the MNRE guidelines copy hosted on the national-portal CDN. The slabs still match:
| System | Central CFA (general states) |
|---|---|
| 1 kW | ₹30,000 |
| 2 kW | ₹60,000 |
| 3 kW and above | ₹78,000 (₹30,000 × 2 + ₹18,000; no extra beyond 3 kW) |
Madhya Pradesh is not in PIB’s special-category column (₹33,000 / ₹19,800). UVR’s national rate list uses ₹69,100 per kW outside Gujarat and does not add a Madhya Pradesh state top-up line.
Any extra state support would need its own official notice. This guide does not invent one.
CFA needs DCR. MNRE’s “Give It Up” option lets you skip CFA and then skip DCR — that is a different decision, not a discount.

Frequently asked questions
What is net metering in Indore?
It is the MPPKVVCL arrangement under MPERC RG-39(II) of 2024, as amended by ARG-39(II)(i) of 2026. A bidirectional meter records units you import and units your rooftop exports. Exports set off imports. Homes stay on net metering; in Petition 17/2024 MPERC declined a DISCOM request to move to net billing. You pay for net units plus fixed charges computed on imported units.
How long does MPPKVVCL take to fit the net meter?
MPERC RG-39(II) says a rooftop solar application up to 10 kW that is complete in all respect is deemed accepted without a feasibility study. After you submit the installation certificate, the DISCOM has 15 days to sign, install the meter and commission. Those are regulatory maxima, not a promised UVR turnaround. Incomplete papers stop the clock.
What documents does an Indore home need for net metering?
MNRE’s PM Surya Ghar guidelines ask for a valid DISCOM consumer number, a portal-registered vendor, bank proof in the connection holder’s name (cancelled cheque, e-statement or passbook), system details and geo-tagged photographs. DCR cell-and-module proof is required for CFA. A published MPPKVVCL-only document PDF was not verified for this page, so follow the national portal upload list.
How much PM Surya Ghar subsidy can an Indore home get?
PIB and the MNRE guidelines set CFA at ₹30,000 per kW for the first 2 kW and ₹18,000 for the third kW, with no extra CFA beyond 3 kW, so the cap is ₹78,000. Madhya Pradesh is not in the special-category column. Any extra state support would need its own official notice; this page uses only the central table. DCR modules are mandatory for CFA.
What does MPPKVVCL pay for extra solar units in Indore?
MPERC RG-39(II) carries unused export credits from one billing month to the next. The settlement period runs from the October billing month to the September billing month. Unadjusted credits are paid by 15 November at the lowest solar or wind bid discovered in Madhya Pradesh in the previous financial year, then reset. This page does not publish a ₹ per unit figure.
Are net-metering charges free under PM Surya Ghar in Indore?
No. ARG-39(II)(i) of 2026 waives the Regulation 6(d) processing fee, previously ₹1,000, for PM Surya Ghar net-metering applicants, drops a separate paper agreement, and waives the meter-testing fee. MPERC’s order in Petition 137/2025 holds that bidirectional meter procurement cost is not waived. Do not treat the file as zero-charge.
