PM Surya Ghar Documents Required: Gujarat Checklist
By UVR Green Energies Team · Published · 7 min read · PM Surya Ghar Subsidy

What you upload and what the vendor must hand over. National-portal papers plus MGVCL’s LT rooftop list, with notes for Torrent, DGVCL, UGVCL and PGVCL files.
The short answer
PM Surya Ghar documents are a national-portal stack plus Gujarat DISCOM extras. You provide the bill, ID, bank proof in the connection holder’s name, and ownership or consent. Your vendor uploads the agreement, DCR certificate, geo-tags and inverter serials. MGVCL’s LT list adds self-certification up to 10 kW and CEI over 10 kW. Fifth Amendment dropped connectivity paperwork; CFA KYC did not. Check before steel goes up.
Key takeaways
- Bank proof must match the electricity consumer’s name — a common CFA stall.
- DCR is a 16-digit NISE certificate, not a verbal promise of ‘Indian panels’.
- MGVCL: self-certificate ≤ 10 kW; CEI drawing/charging > 10 kW.
- GERC’s Fifth Amendment dropped a separate PM Surya Ghar connectivity agreement; DISCOM still writes commissioning date and surplus rate.
The plastic folder on the dining table
Every CFA delay we troubleshoot in Vadodara starts with a missing page, not a missing roof.
Short answer: PM Surya Ghar documents required are a national-portal set plus whatever your Gujarat DISCOM prints on the estimate. Bank proof and DCR serials stall more files than “MGVCL is slow”. Tick the checklist on this page. Then read the pillar for the rupee table and the Vadodara MGVCL walkthrough if that is your bill.
UVR Green Energies collects these papers for solar in Vadodara, Surat, Bharuch, Anand, Halol, Panchmahal, Dahod, Indore, Greater Noida and roofs anywhere else in India. The folder is similar; the letterhead changes.
Two stacks: national portal and DISCOM estimate
Think of paperwork as two columns that must agree.
| Topic | National portal (pmsuryaghar.gov.in) | MGVCL LT list (citeable PDF) |
|---|---|---|
| Identity of applicant | Consumer number fetched from DISCOM | Latest bill + payment receipt; authorised-person photo ID |
| Money path for CFA | Cancelled cheque / e-statement / passbook in holder’s name | Same bank proof, often rescanned for the circle file |
| Hardware eligibility | 16-digit DCR B2C certificate; inverter serials | Self-certificate ≤ 10 kW; CEI drawing + charging > 10 kW |
| Proof of install | Geo-tagged photographs; vendor agreement | Solar estimate receipt; GEDA / national registration letter |
| Net metering | Portal process after install | Older line: interconnection draft on stamp paper — see Fifth Amendment below |
Torrent Power, DGVCL, UGVCL and PGVCL do not publish one statewide PDF that replaces MGVCL’s list for every licensee. Uncertain — flag. Follow the estimate letter you received, not a screenshot from another city.
What you provide (consumer column)
| Paper | Why it exists | Typical miss |
|---|---|---|
| Latest bill + payment proof | Consumer number, licensee, category | Paying on a neighbour’s connection |
| Photo ID of the holder | MGVCL LT list; portal KYC | Tenant ID on an owner bill |
| Bank proof in that name | MNRE CFA credit path | Son’s cheque, father’s meter |
| Ownership / consent | MGVCL premises documents | Society terrace without a resolution |
| Vendor agreement | Portal “work start” | Unsigned WhatsApp PDF |
Tenants: the scheme is for the eligible residential connection. Owner consent is not a loophole; it is usually the file.
The MNRE operational guidelines tie central financial assistance to the residential consumer profile. That is why the bank account name and the electricity consumer name must match character for character. A joint account works only if the connection holder is clearly on the bank proof.
Bank proof: the silent CFA killer
Guidelines ask for bank account information plus a cancelled cheque image, bank e-statement, passbook scan or other electronic document uploaded on the consumer profile.
The test is simple: could MNRE credit ₹78,000 (the CFA cap at 3 kW under the central table in the pillar) to this account without a name dispute?
Common fixes before installation:
- Open or nominate an account in the bill holder’s name.
- If the bill is in a deceased parent’s name, complete the DISCOM name change first.
- For housing societies, the common-meter holder’s account is not the same as a flat owner’s personal account — see housing society solar subsidy in Gujarat.
What the vendor must hand over
MNRE operational guidelines and vendor-duty annex list vendor-side uploads:
- Mutually agreed design and price (no DISCOM tender rate under this scheme)
- DCR modules — 16-digit B2C certificate from the NISE DCR portal
- Geo-tagged photographs after installation
- Inverter details; serials flagged if duplicated
- Catalogues, warranty, structure and SLD as listed for upload
- Presence at DISCOM testing
DCR versus non-DCR is the hardware gate for CFA. The 2026 state GR sits on top of CFA for qualifying homes up to 2.18 kWp DC, so non-DCR “Give It Up” plants are a poor match for that extra DBT.
The 16-digit DCR certificate
“Indian panels” on a quotation is not DCR. The portal wants the 16-digit B2C certificate tied to module serials you will upload. Serials on the roof, on the invoice and on the certificate must be the same list.
If one pallet is swapped on delivery, stop and regenerate paperwork before the structure is fixed. A post-install serial swap is an inspection failure, not a clerical fix.
MGVCL LT list: self-certificate vs CEI
MGVCL’s published LT rooftop document list (2024 PDF on mgvcl.com) is the checklist Vadodara files quote most often:
- Application on prescribed format with consumer number
- Latest bill and payment receipt
- Authorised-person ID and witness ID
- Premises ownership documents
- GEDA / national portal registration letter
- Solar estimate receipt from the vendor
- Self-certificate for plants up to 10 kW
- CEI-approved drawing and CEI charges for plants above 10 kW
- Contractor licence where applicable
- Company registration papers if the applicant is not an individual
Large homes that aggregate above 6 kW may also see system strengthening charges on the DISCOM estimate. That GERC line is not a document you upload; it is a fee disclosure you should expect before you sign the vendor agreement.
Fifth Amendment: connectivity agreement vs vendor agreement
GERC Notification 10 of 2025 (Statement of Reasons dated 4 November 2025) inserts a proviso: PM Surya Ghar rooftop systems do not require a separate written connectivity agreement between the licensee and the consumer. The consumer is deemed bound by the net-metering regulations. Commencement date equals commissioning date. DISCOM must communicate commissioning date and surplus purchase rate under proper receipt.
That is not permission to skip the vendor agreement on the national portal. It is not permission to skip inspection. Read the full story in Gujarat drops connectivity agreement and the GERC homeowner summary.
MGVCL’s older LT PDF still lists “Interconnection Agreement Draft on 300 Rs stamp”. Stationery can lag the gazette. If a circle office demands stamp paper, ask which regulation applies after Notification 10 of 2025. Keep whatever “proper receipt” letter you receive — that paper replaced the extra signature loop.
Housing societies and RWAs
Society files add committee resolutions, common-meter ownership, load details and sometimes dual tracks: flat owners with individual meters plus a common-facility plant. GHS/RWA CFA uses ₹18,000 per eligible kW for common facilities, not the bungalow table — details in housing society solar subsidy in Gujarat and housing society solar in Vadodara.
Bring the society registration, the common bill, authorised signatory ID and a terrace-access paper before the vendor column starts.
Portal downloads worth keeping
The consumer manual lists Track Details downloads: application acknowledgement, e-token feasibility letter, project commissioning letter, final e-token installation details. Save PDFs. Helpline chat evaporates.
When a stage stalls, compare Track Details to your folder. Missing commissioning letter after install usually means DISCOM has not closed inspection — not that MNRE “lost” Vadodara.
Torrent, DGVCL and the “same ideas” problem
Surat homeowners often ask whether Torrent Power wants a different folder from MGVCL. The CFA column is national. The DISCOM column swaps letterheads: estimate format, witness ID wording, where to pay CEI charges.
Our Surat Torrent / DGVCL guide maps bill headers to the right licensee. Bharuch and Ankleshwar files on DGVCL follow the same national portal uploads with a DGVCL estimate receipt.
When a clerk cites a paper that is not on your portal checklist, photograph the demand and compare it to MGVCL’s published LT list — if the item is “connectivity on stamp paper”, read the Fifth Amendment section above before you panic.
Before the vendor column starts
A clean folder at survey saves one return trip:
- Bill PDF or photo with consumer number visible
- Cancelled cheque or passbook in that name
- Aadhaar or other photo ID for the holder
- Society NOC or ownership deed if the terrace is shared
- WhatsApp is not a document store — use Drive or print
UVR Green Energies matches your bill header to portal steps before modules are ordered. That is when DCR model selection is locked.
Hinglish: solar subsidy documents Gujarat and PM Surya Ghar papers list mean this folder. Muft bijli yojana Gujarat does not waive KYC.

Frequently asked questions
What documents are required for PM Surya Ghar in Gujarat?
National portal: consumer number, vendor agreement, bank proof (cancelled cheque, e-statement or passbook), geo-tagged photos, inverter details and DCR certificate. MGVCL’s LT list also names latest bill and payment receipt, authorised-person ID, witness ID, premises ownership, and GEDA/national registration letter. Typical 2–3 kW homes use the up-to-10 kW self-certificate. UVR Green Energies prepares the vendor column after the survey.
Do Torrent Power or PGVCL ask for different papers than MGVCL?
The CFA set is national. Local DISCOMs add interconnection and ownership papers on their own letterheads. MGVCL published an LT list we can cite. Torrent, DGVCL, UGVCL and PGVCL may label the same items differently. Always follow the portal upload list plus the estimate letter you actually received. Do not invent a city-only affidavit that is not on your file.
Is a cancelled cheque mandatory for solar subsidy?
MNRE operational guidelines ask for bank account information and a cancelled cheque image, bank e-statement, passbook scan or other electronic document on the consumer profile. The point is a credit path in the connection holder’s name. If the bill is in a parent’s name and the cheque is in the son’s, CFA waits. Fix the name match before blaming MGVCL.
What does the vendor upload that I cannot?
Installation details, module serials via the 16-digit DCR B2C certificate, inverter serials, geo-tagged plant photographs, and technical catalogues or warranty scans the guidelines list as vendor duties. You can help photograph the terrace; the serials must match the DCR portal. Non-DCR modules make the plant ineligible for CFA even if every other PDF is perfect.
Do I still need a stamp-paper connectivity agreement in Gujarat?
GERC’s Fifth Amendment says PM Surya Ghar systems do not require a separate written connectivity agreement. DISCOM communicates commissioning date and surplus rate under proper receipt. MGVCL’s older LT PDF still mentions an interconnection draft on stamp paper — stationery can lag the gazette. If your DISCOM still asks for stamp paper, ask them to cite the regulation they are applying. We do not tell you to refuse a lawful request.
