PM Surya Ghar in Surat: Torrent Power or DGVCL?
By UVR Green Energies Team · Published · 8 min read · PM Surya Ghar Subsidy

Surat rooftop solar is two licensees. Torrent Power in its city licence area, DGVCL in the rest of the district. CFA and the Gujarat state top-up do not change — the inspector does.
The short answer
PM Surya Ghar in Surat uses the same central CFA as Vadodara. Torrent Power inspects inside its Surat city licence area; DGVCL inspects the rest of the district. Both names appear in MNRE’s SURYA Gujarat DISCOM list and in the 22 October 2026 state GR. Read the bill header. UVR Green Energies files either licensee from Bhayli, Vadodara, and works nationally — Surat is not a service fence.
Key takeaways
- The bill header, not the pin code, picks Torrent Power or DGVCL.
- CFA rupees are identical. State DBT up to 2.18 kW names both licensees.
- DGVCL also covers Bharuch, Ankleshwar, Navsari and Valsad in typical maps.
- UVR does not only serve Surat city. Surveys run across Gujarat and India.
Two bills on the same dining table
Adajan and a village past the canal can sit in one family WhatsApp group and still be two licensees.
Short answer: PM Surya Ghar Surat is one CFA table and two inspectors. Torrent Power inside its Surat city licence area. DGVCL in the rest of the district. Both appear on MNRE’s SURYA Gujarat list and in the 22 Oct 2026 state GR. Read the bill. Then apply on the national portal as in the Gujarat CFA pillar.
UVR Green Energies files either file from Bhayli. Solar in Surat is not a walled garden.
How to tell Torrent from DGVCL
Torrent Power’s own site describes distribution in Ahmedabad and Gandhinagar, Surat and Dahej. That is the licence story. It is not a ward-by-ward map.
| Clue | Likely licensee |
|---|---|
| Bill says Torrent Power | Torrent Power |
| Bill says Dakshin Gujarat Vij / DGVCL | DGVCL |
| Bharuch / Ankleshwar relative | Usually DGVCL — still read their bill |
| Dahej industrial housing | Confirm; Torrent lists Dahej among areas |

Use the DISCOM finder on this page, then ignore it if the bill disagrees.
What this Surat guide is not
It is not a ward map. Torrent Power’s published licence areas include Ahmedabad, Gandhinagar, Surat and Dahej — not every lane in Surat district. DGVCL covers much of south Gujarat outside Torrent’s city licence. Pin codes lie; bill headers tell the truth.
It is not a second CFA table for “Torrent customers”. MNRE’s rupee pattern is identical whether the inspector is Torrent Surat or DGVCL. What changes is tariff slab maths on the bill and which helpdesk email sits on MNRE’s DISCOM link row.
It is not permission to skip pmsuryaghar.gov.in. SURYA Gujarat (suryagujarat.guvnl.in) is the GUVNL-branded DISCOM front door MNRE still lists for Gujarat subsidy links — not a replacement national application.
It is not an UVR “Surat-only” shop. Head office stays in Bhayli, Vadodara; we file Torrent and DGVCL plants across solar in Gujarat and national sites.
Torrent Surat versus DGVCL: process is parallel
Once the bill picks the licensee, the PM Surya Ghar pipeline rhymes with Vadodara MGVCL:
| Step | Torrent Surat consumer | DGVCL consumer (district / south Gujarat) |
|---|---|---|
| Register | National portal + Torrent consumer number | National portal + DGVCL consumer number |
| Vendor | Portal-registered, DCR modules | Same |
| DISCOM link bookmark | MNRE row → SURYA Gujarat | MNRE row → SURYA Gujarat |
| Field work | Torrent inspection & net meter | DGVCL inspection & net meter |
| CFA | After DISCOM portal approval | After DISCOM portal approval |
| State DBT ≤ 2.18 kWp | Torrent named in 22 Oct 2026 GR | DGVCL named in same GR |
Ahmedabad and Gandhinagar Torrent files mirror this pattern — see PM Surya Ghar Ahmedabad Torrent Power. Vadodara MGVCL is the central-Gujarat contrast: apply PM Surya Ghar Vadodara.
GERC net metering on both licensees
Surplus settlement, billing-cycle set-off, the ₹2.25 surplus rate for five years on self-owned homes, and the 1 kW–1 MW framework are GERC’s — not a Torrent “city scheme”. Read GERC net metering summary.
From 4 November 2025, PM Surya Ghar rooftops in Gujarat do not need a separate written connectivity agreement under GERC’s Fifth Amendment; the DISCOM still records commissioning date and surplus rate. Do not treat that as skipping inspection or DCR rules.
New rooftop solar up to 6 kW total (including later additions that still total 6 kW) had ₹2,950 meter and connectivity charges waived under Commission directions — verify the line on your estimate. Above 6 kW, strengthening charges apply to capacity above the threshold per GERC’s Fourth Amendment and the licensee’s approved LT schedule. We do not invent a statewide ₹/kW table here.
Same CFA, same state GR
PIB: ₹30,000 per kW for the first 2 kW, ₹18,000 for the third, cap ₹78,000.
GR 22 October 2026: extra state DBT for residential DC ≤ 2.18 kWp, 10% or 5% consumer share of MNRE benchmark, three-year lock, paid by DGVCL and Torrent Power among others.
UVR Gujarat rate list now nets CFA plus state DBT up to 2.18 kWp. 3 kW about ₹1,62,000 gross / ₹84,000 after CFA. 2 kW about ₹1,14,000 / ₹24,000 after CFA and ₹30,000 general-category state DBT. You pay the full installed cost upfront; DISCOM credits both after commissioning. See 2 kW vs 3 kW.
Portals and helpdesks
MNRE DISCOM links:
- DGVCL → https://suryagujarat.guvnl.in — email listed as secom.dgvcl@gmail.com
- Torrent Power Limited – Surat → same URL — email listed as prakashmevcha@torrentpower.com
CFA still starts on pmsuryaghar.gov.in. National versus SURYA Gujarat.
GERC net metering, including surplus ₹2.25 for five years, binds both licensees. GERC homeowner summary.
Hinglish: Surat solar subsidy kaise milegi = national portal + the licensee on the bill. Surya Gujarat yojana Surat is not a third rupee table.
Worked examples (same GR, different inspector)
Example — Torrent Surat 2 kW general category, DC ≤ 2.18 kWp, commissioned on/after 22 October 2026: CFA ₹60,000 on the national table; state DBT ₹30,000 against the MNRE benchmark after a 10% consumer share. UVR’s list nets ₹24,000. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
Example — DGVCL Surat district 3 kW: CFA cap ₹78,000; no 2.18 kW state top-up; three-year lock rules differ from a 2 kW GR file. Size from twelve months of units — what size solar system do I need — not from WhatsApp forwards.
South Gujarat is wider than the city
DGVCL typical geography: Bharuch, Ankleshwar, Navsari, Valsad, Tapi, Dangs, parts of Surat district. UVR surveys those roofs too. Solar in Ankleshwar uses the same CFA. The inspector is DGVCL.
Bharuch and Ankleshwar are usually DGVCL — rooftop solar Bharuch guide. Agency confusion (GEDA vs GUVNL vs DISCOM) is here.
For subsidy maths, PM Surya Ghar subsidy checker nets central CFA and, for eligible Gujarat homes, extra state DBT. For worth-it framing: is rooftop solar worth it in Gujarat.

Planning yield and bill fit in Surat
UVR planning uses 126 units per kW per month before shade — same assumption as Vadodara and Bharuch guides, not a Torrent-specific multiplier. A 3 kW plant is roughly 378 units; compare to your monsoon and summer bills on whichever licensee you carry.
Torrent Surat tariffs and DGVCL urban slabs can diverge; savings maths must use your bill, not a cousin’s MGVCL screenshot. Fixed charges and minimum bill rules still apply after solar — “zero bill” marketing is not GERC.
For sizing under the October 2026 GR lock-in, read Gujarat state solar subsidy up to 2.18 kW before you treat 3 kW as “only ₹18,000 more CFA”.
Industrial and society meters in Surat district need different CFA shapes — do not paste this home guide onto a common facility bill without reading national society rules and housing society solar.
Documents and vendor rules (both licensees)
MNRE operational guidelines expect bank proof in the consumer’s name, DCR modules, portal-registered vendors and geo-tagged installation evidence. Torrent’s older solar FAQ and DGVCL circulars may add local cover letters — confirm live PDFs on the licensee site, not a 2021 screenshot.
Non-DCR panels can be valid electrically and still fail CFA. DCR vs non-DCR is not negotiable on a subsidised file.
If a relative in Dahej shows a Torrent bill, the same national portal steps apply — Dahej appears among Torrent’s published licence areas; still verify the header before you register.
When in doubt about agency roles, step back to GEDA vs GUVNL vs DISCOM before you call the wrong helpline.
Free survey and quote discipline
UVR Green Energies quotes after central CFA on the Gujarat rate list. We separate state DBT language when the 22 October 2026 GR may apply. WhatsApp the bill header first — Torrent versus DGVCL — then discuss kW.

Frequently asked questions
Is Surat served by DGVCL or Torrent Power for rooftop solar?
Both. Torrent Power supplies its published Surat city licence area. DGVCL supplies the rest of Surat district and much of south Gujarat, including Bharuch. The name printed on the electricity bill is the only reliable split. Central PM Surya Ghar CFA does not change. The inspector, net meter and state DBT paying office follow the licensee.
Do Torrent Power customers get Surat solar subsidy?
Yes, in the sense that CFA is MNRE’s and Torrent is a Gujarat distribution licensee. Apply on pmsuryaghar.gov.in. MNRE lists Torrent Power Limited – Surat against suryagujarat.guvnl.in. Torrent is named in the 22 October 2026 GR as a DBT-paying body for extra state support up to 2.18 kWp. UVR’s rate list now nets both for eligible sizes. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
How is DGVCL solar subsidy different from Torrent?
The CFA table is not different. Tariff slabs can be: DGVCL follows the state DISCOM tariff order; Torrent’s Surat tariff is set separately by GERC. Use the rates on your own bill for savings maths. Strengthening charges above 6 kW, where they apply, use each licensee’s GERC-approved per-kW schedule. Do not copy a Vadodara estimate onto a Torrent Surat file.
Can UVR install solar in Surat if the office is in Vadodara?
Yes. Head office is in Bhayli, Vadodara. UVR Green Energies is a national EPC. Solar in Surat, solar in Bharuch, solar in Ankleshwar, solar in Vadodara and solar in Ahmedabad are all in scope. CFA eligibility is the residential connection and the scheme rules, not the distance to HQ.
Surya Gujarat yojana Surat — which portal?
CFA: national portal. DISCOM bookmark MNRE still lists: suryagujarat.guvnl.in for both Torrent Surat and DGVCL. Older Torrent FAQs said the same for residential empanelled-vendor applications. Confirm live forms. Do not skip pmsuryaghar.gov.in because an uncle forwarded a SURYA Gujarat screenshot.
