It is not proof that GEDA will visit your terrace. Physical verification and net-meter installation sit with MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power, depending on the bill.
It is not a revival of the old SURYA Gujarat 40% capital subsidy language from expired GRs. The operative period of Solar Power Policy 2021 benefits ended 31 December 2025 for new commissions — see 2021 policy for homeowners. GEDA as SNA
Gujarat Energy Development Agency sits in Gandhinagar and hosts the policy library. Searching GEDA solar policy is how people still find Solar Power Policy 2021 PDFs. See the 2021 homeowner note — and the 31 December 2025 operative-period flag.
MNRE’s DISCOM-link table has a Gujarat row For Non-Subsidy : For all Discoms : https://geda.ahasolar.in/. That is the usual commercial / non-CFA door, not the ₹78,000 home scheme.
MGVCL’s LT checklist still mentions a “GEDA Registration Letter” because older residential routes used GEDA registration. New CFA homes register on the national portal. If MGVCL asks for the letter, UVR treats it as a named attachment, not as a second subsidy.
GUVNL as subsidy nodal
The 22 October 2026 GR: GUVNL allots the state subsidy fund to DGVCL, MGVCL, PGVCL, UGVCL and Torrent Power on receipt from the State Government. Those bodies credit beneficiaries by DBT.

Older SURYA Gujarat GRs named GUVNL as nodal for that 40% capital subsidy too. That scheme’s operative period is history. Do not quote 40% as a 2026 home CFA.
DISCOM inspection and meter
MNRE: CFA after physical verification. The crew is MGVCL in Vadodara and Anand, DGVCL in Bharuch, UGVCL in Mehsana, PGVCL in Rajkot, Torrent in much of Ahmedabad, Gandhinagar and Surat city.

Fees, connectivity and GERC overlays
GEDA does not set meter charges. GERC does — including waiver of ₹2,950 meter and connectivity charges for new rooftop solar up to 6 kW (including later additions that still total 6 kW), and strengthening above 6 kW under the Fourth Amendment with DISCOM-specific approved LT rates. We do not quote a universal ₹/kW strengthening table in this article.
From 4 November 2025, PM Surya Ghar systems in Gujarat do not require a separate written connectivity agreement (Fifth Amendment). DISCOMs must still communicate commissioning date and surplus purchase rate. That change does not remove DCR, vendor registration or inspection.
Surplus energy for self-owned homes remains ₹2.25 per unit for five years under the Commission notifications summarised in our GERC article — statewide, whether the badge is PGVCL or Torrent.
Torrent Power is in the GR too
People assume “state DISCOM only”. The GR lists Torrent Power. MNRE lists Torrent Ahmedabad and Torrent Surat on SURYA Gujarat subsidy rows. Solar in Gandhinagar follows the bill, not the secretariat.
Chief Electrical Inspector
MGVCL LT list: self-certificate upto 10 kW; CEI drawing and charging above 10 kW. We do not generalise that 10 kW line to every licensee without their own circular. Typical PM Surya Ghar 2–3 kW homes are not in the CEI column on that MGVCL PDF.

Search terms people confuse (Hinglish)
GEDA solar subsidy usually means someone found a policy PDF, not a living home CFA desk. GUVNL subsidy in 2026 often means the nodal fund for the 2.18 kWp DBT — not MNRE’s ₹78,000 cap. Surya Gujarat yojana is the portal brand on suryagujarat.guvnl.in, still listed beside each Gujarat DISCOM on MNRE’s link table.
DISCOM solar apply is the inspection path after the national portal registration. SNA (state nodal agency) paperwork shows up in older letters; CFA today is vendor + DISCOM on pmsuryaghar.gov.in.
When a forward cites “40% capital subsidy”, ask which GR year. Operative periods matter — 2021 policy note. When it cites “₹30,000 + ₹30,000”, that is often the 2026 benchmark story — state subsidy article.

Timeline expectations (what badges do not publish)
GEDA policy pages do not include your inspection date. GUVNL nodal letters do not replace DISCOM scheduling. MNRE describes CFA processing after physical verification; PIB mentions processing within 15 days of DISCOM approval — that clock is not “days from survey booking”.
Treat viral “subsidy in seven days” posts as vendor marketing unless they cite a dated DISCOM circular with a fixed queue. UVR Green Energies does not treat those posts as DISCOM policy statewide.

What does GUVNL do on a home rooftop file?
Gujarat Urja Vikas Nigam Limited is the state holding / bulk-purchase utility. The 22 October 2026 GR names GUVNL as nodal agency for the additional state subsidy fund, which it allots to DGVCL, MGVCL, PGVCL, UGVCL and Torrent Power. SURYA Gujarat is a GUVNL-branded portal. GUVNL is not the crew that climbs your Vadodara terrace — that is MGVCL or whichever licensee the bill names.
Who inspects solar in Gujarat — GEDA or DISCOM?
The distribution licensee inspects a grid-tied home plant and fits the net meter: MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power. MNRE operational guidelines require physical verification before CFA. GEDA registration letters still appear on some MGVCL document lists as leftover stationery from older routes. Trust the DISCOM appointment SMS over a rumour that GEDA will visit.
Where does the Chief Electrical Inspector sit?
MGVCL’s LT rooftop document list asks for CEI drawing approval and CEI charging approval for projects above 10 kW, and a self-certificate up to 10 kW. Typical 2 kW or 3 kW homes in Anand or Halol sit in the self-certificate column. Societies and large villas should budget CEI time. Exact practice can vary by DISCOM; we do not invent a statewide kW threshold beyond that MGVCL list.
Torrent Power is not a GUVNL DISCOM — does the 2026 GR still apply?
Yes, if you are a residential Torrent consumer and the GR’s other tests fit. The resolution names Torrent Power alongside the four state DISCOMs as a DBT-paying body. MNRE also lists Torrent Ahmedabad and Torrent Surat on the SURYA Gujarat subsidy rows. Solar in Ahmedabad and solar in Surat city licence areas are not outside the state top-up merely because the bill is not MGVCL.
