The MGVCL bill on the fridge

In Bhayli the electricity bill is an MGVCL bill. That one fact decides who inspects the roof. It does not decide the CFA rupees.

Short answer: PM Surya Ghar Vadodara is the national-portal CFA walkthrough, with MGVCL as the distribution licensee. Apply on pmsuryaghar.gov.in. MGVCL checks feasibility, inspects, and fits the net meter. Extra state support, if DC stays at or under 2.18 kWp, is the 22 Oct 2026 GR. MGVCL is the licensee, not the scheme

Madhya Gujarat Vij Company Ltd. supplies Vadodara city and district. Anand, Halol, Dahod, Godhra and Panchmahal sit on the same DISCOM. Corporate office: Sardar Patel Vidyut Bhavan, Race Course, Vadodara. Customer care numbers MGVCL publishes include 1800 233 2670 and 19124.

CFA is MNRE. MGVCL does not invent a Vadodara-only rupee table.

Documents MGVCL actually lists

MGVCL’s LT solar rooftop list (hosted on the solar rooftop page) includes:

• Interconnection agreement draft on stamp paper (older files still say this; PM Surya Ghar homes later dropped a separate connectivity agreement under GERC’s Fifth Amendment — DISCOM must still write commissioning date and surplus rate)
• Authority letter / resolution where the connection is not an individual
• Authorised person ID
• Witness ID
• GEDA / national portal registration letter
• Latest electricity bill and payment receipt
• Solar estimate and payment receipt
• Self-certificate for projects up to 10 kW
• CEI drawing and charging approvals for projects above 10 kW
• Premises ownership documents

A typical 2–3 kW bungalow in Manjalpur lives in the “up to 10 kW” column. Societies and large villas should read the CEI line.

What this Vadodara page is not

This is not a Race Course counter form. MGVCL’s corporate office at Sardar Patel Vidyut Bhavan handles policy letters; PM Surya Ghar Vadodara CFA still starts online on pmsuryaghar.gov.in.

It is not a GEDA capital grant. GEDA hosts policy PDFs and appears on some older checklists as a registration letter — see GEDA versus GUVNL versus DISCOM if a cousin insists “GEDA will pay 40%”.

It is not an instant invoice discount from UVR Green Energies. Our Gujarat rate list now nets CFA plus extra state DBT for homes up to 2.18 kWp, but you still pay the vendor the full installed cost first. Extra Gujarat state DBT after 22 October 2026 is a DISCOM credit after commissioning, not a booking-invoice discount.

It is not a promise that MGVCL will inspect in seven days. MNRE ties CFA processing to DISCOM approval after physical verification; PIB mentions processing within 15 days after that approval. MGVCL’s own queue is not a published day-count in the GR.

Step-by-step on the national portal

Think of the file as two clocks: your portal login, and MGVCL’s field crew.

1. Register with the MGVCL consumer number from the latest bill (not an old flat number after a merger).
2. Pick a vendor registered on the same portal. UVR Green Energies appears there; the quote you sign is separate from CFA timing.
3. Feasibility / deemed acceptance for typical home sizes follows MNRE operational guidelines (7 June 2024 host copy on MGVCL’s site). Watch portal comments — that is what the stage tracker on this page mirrors.
4. Install DCR modules after you are clear to proceed. Non-DCR voids the subsidy story even when the structure is perfect.
5. Vendor uploads serial numbers, geo-tagged photos and the interconnection paperwork the portal asks for.
6. MGVCL inspects, installs the bi-directional meter, and marks approval on the portal.
7. Redeem the e-token for CFA. State DBT, if the 22 October 2026 GR fits, is a later MGVCL credit — not folded into step 7.

MGVCL beyond Vadodara city

The same licensee covers solar in Anand, Halol, Dahod, Godhra and Panchmahal. A file in Anand is still MGVCL — not DGVCL, not UGVCL. City pages: Anand, Halol, Dahod.

If the bill says Torrent Power, this page is the wrong helpline — even when the pin code is “near Vadodara”. Torrent serves Ahmedabad, Gandhinagar, Surat city licence areas and Dahej among its published areas; MGVCL serves the bulk of central Gujarat on the state DISCOM map.

RWAs and large common roofs have a different CFA shape (₹18,000 per kW for common facilities in the national rules). Start with housing society solar in Vadodara before you assume a single flat meter can carry the whole terrace subsidy.

Net meter, connectivity and GERC

Grid-tied homes follow GERC net-metering regulations statewide: billing-cycle set-off, surplus ₹2.25 per unit for five years for self-owned plants, minimum 1 kW up to 1 MW per the framework UVR summarises in GERC net metering.

From 4 November 2025, GERC’s Fifth Amendment removed a separate written connectivity agreement for PM Surya Ghar rooftops in Gujarat. The consumer is deemed bound by the regulations; the DISCOM must still communicate commissioning date and surplus rate under proper receipt. MGVCL’s older LT PDF may still show a connectivity agreement draft — treat that as legacy stationery, not as proof you need a second parallel scheme.

For new rooftop solar up to 6 kW (including later additions that still total 6 kW), meter and connectivity charges of ₹2,950 were waived under the Commission’s directions — confirm the estimate line your MGVCL office prints; we do not invent extra fees.

Above 6 kW, strengthening cost moves to the consumer for the capacity above the line, under GERC’s Fourth Amendment and each DISCOM’s approved LT schedule. We do not quote a universal ₹/kW here — type what your MGVCL estimate shows.

Subsidy in Vadodara, 2026

Central: ₹30,000 / ₹60,000 / ₹78,000 as in PIB.

State: only ≤ 2.18 kWp DC, commissioned on or after 22 October 2026, 10% or 5% of MNRE benchmark as your share. Three-year lock. See 2 kW vs 3 kW.

UVR Gujarat list: 3 kW about ₹1,62,000 gross, about ₹84,000 after CFA. 2 kW about ₹1,14,000 gross, about ₹24,000 after CFA and ₹30,000 general-category state DBT. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.

Is rooftop solar worth it on an MGVCL bill?

UVR in Bhayli — not a city fence

Head office is in Bhayli. That makes a Vadodara survey easy. It does not mean solar in Ahmedabad, solar in Surat, solar in Rajkot, solar in Bharuch or solar in Ankleshwar is “out of area”. UVR Green Energies is a national EPC.
