Two DISCOMs, one CFA table
A wedding in Rajkot and a factory job in Mehsana is how a lot of Gujarat families discover they do not share a DISCOM.
Short answer: UGVCL PGVCL solar rooftop is the same PM Surya Ghar subsidy in Gujarat as Vadodara, with a different inspector. North Gujarat is typically UGVCL. Saurashtra and Kutch are typically PGVCL. Both names are on MNRE’s SURYA Gujarat subsidy rows and in the 22 Oct 2026 state GR. UVR Green Energies surveys both from Bhayli — and nationally. We do not pretend MGVCL is the only Gujarat.

What this north-and-Saurashtra page is not
It is not a claim that UVR runs a Mehsana or Rajkot branch. We survey from Vadodara HQ and nationally; distance is not a PM Surya Ghar eligibility test.
It is not a lower subsidy tier for “remote” districts. CFA is national; the 22 October 2026 state GR names UGVCL and PGVCL alongside MGVCL, DGVCL and Torrent.
It is not permission to file PGVCL paperwork when the bill says Torrent (or vice versa). Consumer number mismatch is a common portal stall.
It is not CEI guidance for every kW. Typical 2–3 kW PM Surya Ghar homes are not in MGVCL’s “above 10 kW CEI” column; large common loads differ — see housing society solar Vadodara for RWA-shaped CFA.
How to apply (both DISCOMs)
- Consumer number from the UGVCL or PGVCL bill.
- National portal registration. Vendor registered there. DCR modules.
- MNRE also lists both DISCOMs at suryagujarat.guvnl.in. CFA still needs pmsuryaghar.gov.in — two-portal guide.
- Inspection and net meter by that DISCOM.
- CFA after approval. State DBT if DC ≤ 2.18 kWp and the GR fits.

State GR: 10% or 5% of MNRE benchmark, remainder after CFA, only ≤ 2.18 kW, three-year lock. 2 kW vs 3 kW.
UVR Gujarat list does not have a “Rajkot special”. Gross ₹57,000/kW below 3 kW and ₹54,000/kW from 3 kW. Eligible homes up to 2.18 kWp net both CFA and state DBT. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.
GERC net metering is statewide. GERC summary. Surplus ₹2.25 for five years for self-owned homes.

North Gujarat versus Saurashtra — same scheme, different logistics
Distance from Vadodara does not change CFA eligibility. What changes is travel for survey, structure wind load assumptions near the coast in Bhavnagar or Porbandar, and how fast the DISCOM crew schedules inspection after the vendor upload — not a published guaranteed day count in the GR.
Solar in Mehsana, Palanpur and Himmatnagar on UGVCL share MNRE’s email row (sesolar@ugvcl.com as published). Solar in Rajkot, Jamnagar and Bhuj on PGVCL share PGVCL’s published mailbox list. Keep portal screenshots; email forwards age badly.

Documents, bank proof and DCR (UGVCL / PGVCL)
North Gujarat and Saurashtra files use the same MNRE core as MGVCL: latest bill, ID, ownership or consent, bank proof matching the consumer name, DCR serials uploaded by the portal vendor, geo-tagged photos after install.
PGVCL and UGVCL may still ask for SURYA Gujarat printouts or cover letters because MNRE lists both DISCOMs against suryagujarat.guvnl.in. That bookmark is not a substitute for national registration — portal comparison.

Worth-it framing in Mehsana and Rajkot
Solar in Gujarat savings depend on tariff slabs on your bill, not on whether the DISCOM is UGVCL or PGVCL. Fixed charges survive solar. Exports above consumption earn surplus at ₹2.25 per unit for five years under GERC for self-owned homes — a weak reason to oversize purely to “sell units”.
UVR’s published Gujarat rate list uses ₹57,000/kW below 3 kW and ₹54,000/kW from 3 kW. Homes up to 2.18 kWp net central CFA and the extra state DBT. You pay the full installed cost upfront; central and Gujarat state subsidies are credited by DISCOM after commissioning.

Rajkot is typically Paschim Gujarat Vij Company Ltd. CFA rupees do not change. PGVCL is on the SURYA Gujarat MNRE row and in the 2026 GR. Solar in Jamnagar, Bhavnagar, Bhuj, Morbi, Porbandar and Junagadh usually follows the same PGVCL pattern — confirm on each bill. Surplus settlement is still GERC’s ₹2.25 for five years for self-owned homes, not a Saurashtra special rate.
Is north Gujarat solar subsidy less than Vadodara?
No. PM Surya Ghar CFA is national. The 22 October 2026 extra state support is statewide for named licensees, including UGVCL and PGVCL. UVR’s Gujarat rate list (₹57,000/kW below 3 kW, ₹54,000/kW from 3 kW) is a Gujarat sheet, not an MGVCL-only sheet. Site extras — structure height, cable run — still need a survey.
Gandhinagar — UGVCL or Torrent Power?
Torrent Power lists Gandhinagar with Ahmedabad among its distribution areas. Outskirts and some north-Gujarat towns are UGVCL. The bill decides. Do not file a Torrent consumer number on an UGVCL assumption because a relative in Mehsana did. UVR will not claim a Gandhinagar office; we will still take the survey.
Saurashtra net metering — is surplus different?
GERC regulations extend to the whole State of Gujarat. Self-owned surplus after billing-cycle set-off is ₹2.25 a unit for the first five years unless a later Commission order on your interconnection paper says otherwise. PGVCL does not get to invent a cheaper surplus for Rajkot. If your agreement prints a different figure, the paper on the file wins — send us a photo.
