Housing Society Solar Subsidy in Gujarat: GHS and RWA
By UVR Green Energies Team · Published · 8 min read · Housing Societies

A Gujarat housing society’s common-meter plant uses a different CFA table from a bungalow. ₹18,000 per eligible kW, a 3 kW-per-house ceiling, and a small connectivity waiver if the plant stays at 6 kW.
The short answer
Gujarat GHS/RWA plants get PM Surya Ghar CFA of ₹18,000 per eligible kW for common facilities, including EV charging, up to 500 kW and 3 kW per house counting residents’ plants. The 22 Oct 2026 extra state cash is a residential 2.18 kWp GR — do not assume a society meter gets it. New RTS up to 6 kW, including GHS/RWA, had ₹2,950 meter and connectivity charges waived.
Key takeaways
- GHS/RWA CFA is ₹18,000/kW for common facilities only, 3 kW per house including resident plants, 500 kW cap.
- Do not apply the 2.18 kW residential state DBT formula to a society common meter unless a later GR says so.
- The ₹2,950 waiver is meter, testing, box and connectivity for new RTS up to 6 kW, including GHS/RWA.
- Most society plants sit above 6 kW, so GERC strengthening charges can appear as a separate DISCOM line.
The maintenance meeting that always stalls on “common light”
Every secretary in a Gujarat apartment block knows the slide. Lifts, borewell, passage lights, the gate motor, maybe an EV charger — one common meter, one bill nobody feels they own, and a terrace full of water tanks.
Short answer: Housing society solar subsidy in Gujarat is not the bungalow table. Under PM Surya Ghar, GHS/RWA plants that serve only common facilities get ₹18,000 per eligible kW, capped at 500 kW and 3 kW per house, including rooftop plants residents have already put on their own meters. The 22 October 2026 extra state DBT is a residential DC ≤ 2.18 kWp GR. Do not paste it onto a 40 kW common-meter file unless a later circular says so. A separate, smaller kindness sits in that GR’s preamble: meter, testing, box and connectivity charges aggregating ₹2,950 were waived for new RTS up to 6 kW, including GHS/RWA common-facility connections.

UVR Green Energies designs society plants for solar in Vadodara, solar in Surat, solar in Ahmedabad, solar in Rajkot, solar in Bharuch, solar in Ankleshwar, solar in Gandhinagar, solar in Anand, and nationally. Service is not limited to the cities on this page.
What “society solar” means in the guidelines
It is a rooftop plant tied to the society’s common electricity connection, offsetting units that common facilities use. MNRE’s operational guidelines (7 June 2024) and the CFA structure note say support for Group Housing Societies and Resident Welfare Associations is for common facilities, including EV charging, and that this connection should not be used to supply electricity to individual residential consumers inside the society.
Typical loads:
- Lifts and lift-lobby lighting
- Water pumps and borewell motors
- Passage, staircase, parking and compound lighting
- Gate, security cabin and CCTV
- Clubhouse or community hall
- EV charging points that sit on the common meter
The applicant is the body residents created for overall maintenance — housing society, RWA, apartment-owner association, cooperative housing society — with the common-meter consumer number on the DISCOM bill. Bank proof must match that entity. Name mismatch stalls CFA the same way it stalls a bungalow.
The CFA table, with MNRE’s own examples
GHS/RWA CFA is ₹18,000 per kW. Two ceilings:
- 500 kW per society
- 3 kW per house, and this ceiling includes residents’ individual rooftop plants
Eligible kW = the lowest of (plant kW), (houses × 3 kW), and 500 kW, then minus residents’ already-installed kW (and not below zero).
| Society | Plant | Houses | Resident plants | Eligible kW | CFA at ₹18,000/kW |
|---|---|---|---|---|---|
| MNRE example A | 100 kW | 20 | 0 (implied) | 60 kW (20 × 3) | ₹10,80,000 |
| MNRE example B | 100 kW | 50 | 0 (implied) | 100 kW | ₹18,00,000 |
| Hypothetical 40-flat | 25 kW | 40 | 0 | 25 kW | ₹4,50,000 |
| Hypothetical 40-flat | 25 kW | 40 | 30 kW already on flats | 25 kW still, if 40 × 3 − 30 = 90 | ₹4,50,000 |
| Hypothetical 40-flat | 100 kW | 40 | 30 kW on flats | 90 kW (120 − 30), plant is 100 | ₹16,20,000 |
PIB’s CFA pattern matches the ₹18,000 GHS/RWA line. Gujarat is not a special-category CFA state. The national portal is still pmsuryaghar.gov.in. SURYA Gujarat is a GUVNL DISCOM portal, not a second CFA window: national versus SURYA Gujarat.
The 2.18 kW GR is a different clause
On 22 October 2026 the Energy and Petrochemicals Department issued GR EPCD/SUD/e-file/20/2025/2435/B1, hosted on MGVCL, adding extra state support for residential rooftop solar with installed DC capacity up to 2.18 kWp. Consumer share of MNRE benchmark: 10% general, 5% SC/ST. State pays the remainder after PM Surya Ghar CFA. DISCOMs and Torrent pay by DBT. GUVNL is nodal. Three-year no-further-capacity lock. Commissioned on or after 22 October 2026.
That is the bungalow story in Gujarat state solar subsidy 2026 and the 2 kW versus 3 kW fork.
A society common-meter plant is usually tens of kilowatts. It is not a 2.18 kWp residential RTS. Uncertain, flagged: whether any later GoG circular extends that residential remainder to GHS/RWA. Until one is published on an official domain, this page will not invent a society state-subsidy column. Committees that were forwarded a WhatsApp “Gujarat will pay 90%” note should open the GR PDF and read the word residential.
The ₹2,950 waiver that does name GHS/RWA
The same GR’s preamble records an earlier GoG resolution dated 5 August 2025 that waived meter, meter-testing, meter-box and connectivity charges aggregating ₹2,950 for new rooftop systems up to 6 kW in the residential sector and for GHS/RWA common-facility connections.
That is the unique statewide angle this post adds on top of the Vadodara society FAQ.
| Plant on the common meter | ₹2,950 waiver (preamble) | GERC strengthening (Fourth Amendment) |
|---|---|---|
| New 6 kW GHS/RWA common-facility | In scope of the recorded waiver | ARR side of the 6 kW line |
| New 25 kW society plant | Not this waiver (above 6 kW) | Chargeable kW = 19 kW × approved LT ₹/kW |
| Bungalow 2 kW / 3 kW | Residential side of the same waiver | ARR |
Most committees that actually need solar for lifts will size well above 6 kW. The waiver still matters for small common loads — a low-rise with a pump and passage lights, or a first-phase 6 kW that the society later regrets because adding past 6 kW brings strengthening on the extra kW.
Strengthening, surplus, paperwork
GERC’s Fourth Amendment, Notification 13 of 2024, puts strengthening of distribution infrastructure up to 6 kW into the DISCOM ARR. Above 6 kW, state DISCOMs and Torrent recover the Commission-approved per-kW charge for new or additional LT load, only on capacity above 6 kW. We do not invent that rupee table. Use the estimator on the 6 kW strengthening post with the figure printed on the society’s DISCOM estimate.
Surplus after billing-cycle set-off is not a retail-tariff refund. Self-owned homes use ₹2.25 a unit for five years under the Third Amendment. A society common meter should still size to real common-meter units, not to terrace area. UVR’s planning yield is 126 units per kW per month. Average common-meter units ÷ 126 ≈ kW, then clip to roof and to the 3 kW-per-house ceiling.
Paperwork: the documents checklist plus society resolution, authorised-signatory ID, and common-meter bill. GERC’s Fifth Amendment dropped a separate written connectivity agreement for PM Surya Ghar systems; DISCOM must still communicate commissioning date and surplus rate. No connectivity agreement. Track the file on application status stages.
CEI drawings still appear on MGVCL’s LT list above 10 kW. Many society plants need them. Self-certificate language up to 10 kW is a bungalow convenience, not a 60 kW waiver.
DCR modules remain mandatory for CFA. DCR versus non-DCR.
Cities and DISCOMs: one CFA, five letterheads
The CFA table is national. The inspector is local.
- Solar in Vadodara and solar in Anand — MGVCL apply guide. Halol, Godhra, Dahod sit on the same licensee.
- Solar in Surat — Torrent or DGVCL. Read the common-meter bill.
- Solar in Ahmedabad and solar in Gandhinagar — often Torrent Power; outskirts can be UGVCL.
- Solar in Rajkot, Jamnagar, Bhavnagar — PGVCL. Solar in Mehsana, Palanpur — UGVCL.
- Solar in Bharuch and solar in Ankleshwar — DGVCL.
GEDA, GUVNL and the DISCOM still split the badges: GEDA as SNA, DISCOM as inspector and meter, GUVNL as nodal for the residential state-subsidy fund.
Hinglish: housing society solar Gujarat, RWA solar subsidy, common meter solar, society solar yojana. Gujarati-script-adjacent searches often mean the same CFA table. None of them revive the old SURYA Gujarat 40% capital subsidy.
Net-metering economics for the common meter still follow GERC’s homeowner (and premises) summary. Myths that a society can feed flats from the subsidised common plant are just myths: rooftop solar myths in Gujarat.
Committee mistakes that stall CFA
- Designing for terrace area instead of twelve months of common-meter units, then exporting surplus at a low purchase rate.
- Forgetting resident plants in the 3 kW-per-house ceiling, then watching eligible kW collapse at inspection.
- Applying the bungalow 2.18 kW state GR to a 40 kW file.
- Treating the ₹2,950 waiver as extra subsidy on a 25 kW plant.
- Non-DCR modules on a “temporary” first phase.
- Bank account in the chairman’s personal name.
- No society resolution for roof use, then a later AGM reversing the vendor.
Residential design notes, if a member also wants a balcony plant, live on rooftop solar for homes. Society landing: RWA / society solar. City pages such as solar in Vadodara, solar in Surat, solar in Bharuch and solar in Anand localise DISCOM notes; UVR still serves the rest of Gujarat and other states.
Next step
Bring twelve months of common-meter bills, a list of flats that already have solar, and a roof-plan sketch. UVR Green Energies will put CFA, the 6 kW waiver line, and strengthening (if any) on one committee sheet. Society quotes still net central CFA only — the 2.18 kWp extra state DBT is for individual residential meters, not GHS common facilities.

Frequently asked questions
How much housing society solar subsidy is there in Gujarat?
Under PM Surya Ghar, group housing societies and resident welfare associations get ₹18,000 per kW of eligible common-facility capacity, including EV charging, up to 500 kW. Eligible kW cannot exceed 3 kW multiplied by the number of houses, and residents’ own rooftop plants count against that ceiling. MNRE’s worked examples: 20 houses with 100 kW get 60 kW eligible (₹10.8 lakh); 50 houses with 100 kW get 100 kW eligible (₹18 lakh).
Does a Gujarat society also get the 2.18 kW extra state subsidy?
The 22 October 2026 GR is written for residential rooftop solar with installed DC up to 2.18 kWp, paid by DISCOMs via DBT. GHS/RWA common-facility plants use a different CFA table. Do not assume the 10% / 5% state remainder applies to a 40 kW lift-and-pump plant. If a later circular extends that GR to societies, we will cite it. Until then, treat state cash as a bungalow clause.
What is the ₹2,950 waiver for housing societies in Gujarat?
The same GR’s preamble records an earlier GoG resolution dated 5 August 2025 that waived meter, meter-testing, meter-box and connectivity charges aggregating ₹2,950 for new rooftop systems up to 6 kW in the residential sector and for GHS/RWA common-facility connections. A 25 kW society plant is above 6 kW, so this waiver does not cancel its DISCOM file. A small 6 kW common-meter plant may be in scope. It is not strengthening.
Can individual flats in a Vadodara or Surat society also claim PM Surya Ghar?
Yes. A residential connection holder can apply on pmsuryaghar.gov.in for that flat’s meter, with society consent for roof space if the terrace is common. Those kW come off the society’s 3 kW-per-house GHS ceiling. A bungalow-style CFA table (₹30,000 / ₹18,000, cap ₹78,000) applies to the flat, not the ₹18,000 GHS rate. Plan both routes in one committee paper.
Housing society solar Gujarat — common meter par subsidy kaise milti hai?
CFA GHS/RWA ke liye ₹18,000 per eligible kW hai, common facilities only — lifts, pumps, lights, EV charging. Connection individual flats ko supply nahi kar sakti. Apply national portal plus DISCOM (MGVCL Vadodara, Torrent/DGVCL Surat, PGVCL Rajkot, UGVCL Mehsana). UVR Green Energies society survey statewide aur nationally karti hai. 2.18 kW state GR ko society plant par mat chipkao.
Who inspects a society plant in Ahmedabad, Rajkot or Bharuch?
The DISCOM named on the common-meter bill inspects for CFA, the same way as a bungalow. Torrent Power in much of Ahmedabad and Gandhinagar city, PGVCL in Rajkot and Saurashtra, DGVCL in Bharuch and Ankleshwar, MGVCL in Vadodara and Anand, UGVCL in north Gujarat. GEDA is the state nodal agency; GUVNL is nodal for the residential state-subsidy fund, which is a different GR.
