System Strengthening Charges Above 6 kW in Gujarat
By UVR Green Energies Team · Published · 10 min read · Net Metering

The 6 kW line in GERC’s Fourth Amendment is not a ban on larger rooftop plants. It is a cost-sharing rule: ARR below the line, Commission-approved per-kW charges on the extra kW above it.
The short answer
GERC Notification 13 of 2024 puts rooftop strengthening up to 6 kW into the DISCOM ARR, including later additions that still total 6 kW. Above 6 kW, MGVCL, DGVCL, UGVCL, PGVCL and Torrent recover the approved LT new/additional-load ₹/kW only on extra capacity. We do not invent that rupee table. Type the estimate’s rate into the tool on this page.
Key takeaways
- Up to 6 kW aggregate rooftop at the premises: strengthening sits in ARR, not on your estimate.
- Above 6 kW LT: state DISCOMs and Torrent recover approved new/additional-load ₹/kW, only on extra kW.
- Adding 2 kW onto a 5 kW plant charges the extra 1 kW that crossed the line, not the whole 7 kW.
- The ₹2,950 meter-and-connectivity waiver (up to 6 kW) is a different GR. Strengthening is a GERC rule.
The line on the estimate that nobody named
A committee in a Gotri society and a bungalow owner in Adajan both forwarded the same screenshot: a DISCOM estimate with a line that said “system strengthening” and a rupee figure that did not appear in any PM Surya Ghar brochure.
Short answer: That line is system strengthening charges solar Gujarat, written in GERC’s Fourth Amendment, Notification 13 of 2024. It is not a ban on plants above 6 kW. It is a cost-sharing rule. Up to 6 kW of aggregate rooftop at the premises, the cost of strengthening distribution infrastructure, including the transformer, sits in the DISCOM’s Annual Revenue Requirement. Above 6 kW, MGVCL, DGVCL, UGVCL, PGVCL and Torrent Power recover the Commission-approved per-kW charge used for new or additional LT load — only on capacity above 6 kW, for LT up to 100 kW. UVR Green Energies will not invent that ₹/kW. Type the figure from your actual estimate into the tool on this page.
Read this next to the GERC homeowner summary and the housing society solar subsidy in Gujarat guide. Central CFA is still the PM Surya Ghar subsidy in Gujarat table. The 22 October 2026 extra cash is a different GR: Gujarat state solar subsidy 2026.
UVR Green Energies surveys solar in Vadodara, solar in Surat, solar in Bharuch, solar in Anand, solar in Ahmedabad, solar in Rajkot, solar in Gandhinagar, solar in Ankleshwar, and roofs anywhere else in India. The Fourth Amendment extends to the whole of the State of Gujarat. It does not shrink UVR’s service area.
What the Gazette actually substituted
The Gujarat Government Gazette Extra No. 98, Friday 6 September 2024, published GERC (Net Metering Rooftop Solar PV Grid Interactive Systems) (Fourth Amendment) Regulations, 2024. Short title, Notification No. 13 of 2024. They come into force from the date of publication in the Official Gazette. They extend to the whole of Gujarat.
Regulation 5.1 of the 2016 principal regulations was substituted. The licensee must update, yearly, the distribution-transformer capacity available for connecting rooftop solar under net metering, and give that information to the Commission.
Then two provisos do the homeowner work:
Provided that the cost of strengthening of distribution infrastructure, including distribution transformer, as necessary, to facilitate the installation of Rooftop Solar PV System up to 6 kW including subsequent addition aggregating up to 6 kW, shall be included in the Annual Revenue Requirement of Distribution Licensee.
Provided further that for aggregate Rooftop Solar capacity above 6 kW, system strengthening charges shall be recovered by the Distribution Licensee from the applicant as stipulated.
That is the whole 6 kW line. ARR below. Applicant above.
The same substitution restates the 1 kW minimum: the capacity of a rooftop solar PV system at any consumer’s premises shall not be less than one kilowatt. Homes still sit inside the 1 kW–1 MW band described in the GERC net-metering homeowner summary. A 2 kW or 3 kW plant is not “too small to meter”. It is also, for strengthening, on the ARR side of the line.
LT homes and shops: state DISCOMs and Torrent
For LT consumers installing rooftop solar above 6 kW up to 100 kW in aggregate, clause (a)(i) covers state-owned DISCOMs and Torrent Power Limited.
System strengthening charges for rooftop solar capacity above 6 kW up to 100 kW shall be recovered from the applicant based on per kW basis charges as applicable for release of new/additional load at Low Tension, being recovered from the applicant by the concerned distribution licensee as approved by the Commission from time to time.
Provided that in case of addition of rooftop solar capacity resulting into total rooftop solar capacity above 6 kW, the system strengthening charges shall be recovered only for additional rooftop solar capacity.
That last sentence is the one WhatsApp summaries flatten. Crossing 6 kW does not reopen a charge on every module already on the terrace. It charges the extra kW that crossed.
| Aggregate rooftop at the premises | Who pays strengthening (state DISCOM / Torrent, LT) |
|---|---|
| 1 kW to 6 kW, including later additions that still total 6 kW | ARR — not a per-kW line on your estimate, under Regulation 5.1 |
| Above 6 kW up to 100 kW LT | Approved new/additional LT load ₹/kW × kW above 6 kW |
| Addition that crosses 6 kW (example: 5 kW + 3 kW) | Charge on the additional capacity that took the total above 6 kW |
| Other (non-state, non-Torrent) LT licensees | Actual augmentation of service line / transformer until the Commission approves a per-kW schedule, then that schedule |
Clause (a)(ii) covers other DISCOMs. If upgradation of distribution infrastructure — augmentation of service line, transformer capacity, and the like — is required, the licensee carries it out and the consumer bears that cost. When the Commission later approves per-kW recovery for new connection or additional load, that same basis applies to rooftop strengthening. Most Gujarat homes on this site sit on MGVCL, DGVCL, UGVCL, PGVCL or Torrent, so they use (a)(i). The (a)(ii) branch exists for completeness.
HT consumers, if a campus is on HT
Clause (b) is for HT consumers installing rooftop solar above 6 kW up to 1000 kW in aggregate.
For state-owned DISCOMs, strengthening is recovered on a per kVA basis as applicable for release of new or additional load at High Tension, as approved by the Commission from time to time. Again, only additional rooftop capacity is charged when an addition crosses 6 kW.
For other licensees, actual augmentation of infrastructure (service line and the like) is borne by the consumer until a per-kW or per-kVA schedule is approved.
A housing-society common meter is often still LT. Do not paste the HT per-kVA rule onto a 40-flat MGVCL LT connection in Vadodara. Read the bill’s voltage class. If the campus is HT, the estimate should say so.
What this is not
It is not a 6 kW cap on rooftop solar in Gujarat. GERC still allows rooftop in the 1 kW–1 MW band. Residential plants remain irrespective of sanctioned load under the Third Amendment, as the Gujarat Solar Power Policy 2021 homeowner note flags — with the separate warning that the 2021 policy’s operative window ran to 31 December 2025.
It is not the ₹2,950 meter, testing, box and connectivity waiver recorded in the 22 October 2026 GR preamble for new RTS up to 6 kW. That waiver is stationery and connectivity. Strengthening is transformer and feeder work sitting in Regulation 5.1.
It is not the 2.18 kW Gujarat state cash top-up. A 2 kW home can take that GR and still sit under the ARR strengthening clause. A 10 kW villa can sit outside the GR and still pay strengthening on 4 kW.
It is not CFA. PM Surya Ghar still pays ₹30,000 per kW for the first 2 kW and ₹18,000 for the third, cap ₹78,000 from 3 kW, after inspection. DCR modules still matter: DCR versus non-DCR.
Hinglish searches — 6 kW solar limit Gujarat, solar above 6 kW charge, MGVCL transformer charges solar — often mix all four. Separate them on the estimate.
How the charge shows up in the file
The same Fourth Amendment replaced Regulation 7’s activity chart. After registration, CEI (where required), and the DISCOM application, the field office writes a Technical Feasibility Report. The TFR must include, among other things, an estimate if any, to be recovered from the applicant, with details of works for system strengthening for connectivity and evacuation of surplus, if the estimate is not recovered based on per kW / per kVA charges.
Post-TFR, Head Office either issues in-principle consent, or issues an estimate subject to Regulation 5.1, to be paid within 30 days, along with connectivity charges and (at that time) execution of a connectivity agreement.
If strengthening is required, the licensee then has a stated window to complete that work after payment and agreement. If strengthening is not required, the letter simply tells the applicant to complete the project.
A later proviso in the same activity chart says applications for rooftop systems up to 10 kW, complete in all respects, shall be deemed accepted without requiring a technical feasibility study, and any commensurate enhancement of sanctioned load shall be carried out by the licensee. That speeds the file. It does not rewrite Regulation 5.1. A 8 kW LT plant can be deemed accepted for feasibility and still owe strengthening on 2 kW if the licensee applies the Fourth Amendment.
If the licensee delays without just cause, the same chart’s further proviso makes the licensee liable to compensation not less than five hundred rupees per day for each day of default. That is GERC’s delay clause, not a UVR SLA. We do not promise a day-count for MGVCL Vadodara or Torrent Surat.
The Fifth Amendment later dropped a separate written connectivity agreement for PM Surya Ghar plants. See Gujarat drops the connectivity agreement. Strengthening math did not disappear with that signature.
Worked structure, not a fake rupee table
The formula this page will compute is the only one in the Gazette for state DISCOMs and Torrent on LT:
Chargeable kW = max(0, aggregate rooftop kW − 6)
Indicative charge = chargeable kW × (GERC-approved LT new/additional-load ₹ per kW from your DISCOM estimate)
If the quoted ₹/kW is a round WhatsApp number with no GERC order citation, treat it as unverified. Ask the subdivision to cite the order.
Cities, licensees, same 6 kW line
Because the regulations extend to the whole of Gujarat, the line is the same map as the rest of this cluster:
- Solar in Vadodara, Anand, Halol, Godhra, Dahod — typically MGVCL.
- Solar in Surat (outside Torrent) , Bharuch, Ankleshwar, Navsari, Valsad — typically DGVCL or the Surat Torrent-versus-DGVCL split.
- Solar in Ahmedabad city and much of Gandhinagar city — Torrent Power. Outskirts can be UGVCL; read the bill.
- Solar in Mehsana, Palanpur, Himmatnagar, Patan — UGVCL. Solar in Rajkot, Jamnagar, Bhavnagar, Bhuj — PGVCL. See UGVCL and PGVCL rooftop solar.
GEDA registers; GUVNL is nodal for the 2026 state cash; the DISCOM inspects and, here, recovers strengthening. Who does what.
People still type Surya Gujarat yojana when they mean this charge. SURYA Gujarat is a GUVNL portal brand. Strengthening is a GERC regulation. Apply for CFA on pmsuryaghar.gov.in. Portal split: national versus SURYA Gujarat.
Sizing choice next to 2 kW versus 3 kW
A 2 kW or 3 kW home that is chasing the 22 October 2026 state top-up is almost never on the strengthening side of 6 kW. The 2 kW versus 3 kW fork is about CFA, the 2.18 kWp DC cap, and a three-year expansion lock — not about transformers.
A villa that needs 8 kW or 10 kW because summer slabs are high should price chargeable kW × approved ₹/kW as a separate DISCOM cash-out, then still size from twelve months of bills. Surplus after billing-cycle set-off is still ₹2.25 a unit for five years for self-owned homes under the Third Amendment — too low to justify extra kW just to “use the terrace”. Is rooftop solar worth it in Gujarat? and net metering in Vadodara remain the bill walk-throughs.
Society plants usually cross 6 kW. Ask for strengthening as its own line, next to CFA at ₹18,000 per eligible kW. Do not assume the 2.18 kW residential GR pays a society common meter.
Uncertain, flagged: the exact approved ₹/kW on any given day for MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power. Those live in tariff / miscellaneous-charge schedules GERC revises. This page’s tool takes the number you were actually billed or estimated. If a press article quotes a round figure, ignore it unless it cites a GERC order.
Next step
Paste the DISCOM estimate into a note, highlight the approved ₹/kW, and run the estimator on this page. Then book a survey so the terrace, the bill and Regulation 5.1 sit on one sheet.

Frequently asked questions
What are system strengthening charges for solar in Gujarat?
GERC’s Fourth Amendment (Notification 13 of 2024, Gazette 6 September 2024) lets DISCOMs recover the cost of strengthening distribution infrastructure, including the transformer, when aggregate rooftop solar at a premises goes above 6 kW. For LT consumers up to 100 kW, MGVCL, DGVCL, UGVCL, PGVCL and Torrent Power use the Commission-approved per-kW charge for new or additional LT load. Below 6 kW that cost sits in the Annual Revenue Requirement.
Do I pay strengthening charges on a 2 kW or 3 kW home plant?
Usually no, under the substituted Regulation 5.1. Cost of strengthening up to 6 kW, including subsequent addition that still aggregates to 6 kW, is included in the DISCOM’s ARR. A typical PM Surya Ghar 2 kW or 3 kW bungalow in Vadodara, Anand or Surat sits under that ARR clause. Confirm the estimate letter still; a circle office can print a line that does not match the gazette.
How are charges calculated if I add panels later and cross 6 kW?
The Fourth Amendment says that if addition of rooftop capacity results in total capacity above 6 kW, strengthening charges shall be recovered only for the additional rooftop solar capacity. A 5 kW plant that later adds 3 kW is charged on the extra 2 kW that crossed the line, not on all 8 kW, provided the licensee follows that proviso. Enter your DISCOM’s approved ₹/kW in the estimator on this page.
Is there a published rupee-per-kW table I can copy for MGVCL or Torrent?
Not in the Fourth Amendment itself. The regulation points to charges ‘as approved by the Commission from time to time’ for release of new or additional LT load. Those figures live in each licensee’s GERC-approved schedule and can change. UVR Green Energies will not invent a WhatsApp round number. Ask MGVCL, DGVCL, UGVCL, PGVCL or Torrent Power to print the approved ₹/kW on the estimate.
Does the ₹2,950 Gujarat waiver cancel strengthening charges?
No. The 22 October 2026 GR preamble records an earlier 5 August 2025 resolution that waived meter, meter-testing, meter-box and connectivity charges aggregating ₹2,950 for new rooftop systems up to 6 kW, including GHS/RWA common-facility connections. That is stationery and connectivity, not transformer strengthening under Regulation 5.1. Two different instruments. Do not subtract ₹2,950 from a strengthening line.
System strengthening charges solar Gujarat — kya yeh 6 kW se upar lagti hai?
Haan, GERC Fourth Amendment ke mutabik aggregate rooftop 6 kW se upar ho to LT par state DISCOM aur Torrent Power Commission-approved per-kW charge lete hain, sirf extra kW par. 6 kW tak ARR mein jaati hai. Solar in Ahmedabad, Rajkot, Gandhinagar, Bharuch, Ankleshwar aur Vadodara par yahi statewide rule hai. Apna approved ₹/kW estimate se daaliye; blog pe koi invented rate nahi hai.
